<br />City Council/San Lorenzo Unified School District Liaison Committee <br />April 5, 2007 Meeting Highlights <br /> <br />Present: Board Member Polvorosa, Board Member Jensen, Councilmember Souza, <br />Councilmember Starosciak, Councilmember ProIa (2:55), Assistant Superintendent Shira, <br />City Manager Jermanis, Assistant City Manager Hollister, Recreation & Human Services <br />Director Knudtson. <br /> <br />1. Update on Washington Manor Middle School Gymnasium <br />Assistant Superintendent Shira gave background on the Washington Manor Middle <br />School Gymnasium project, which will consist of a gymnasium, music and science <br />rooms. Funding for the joint use project consisted of school bond funds, city <br />redevelopment pass-through funds and an approximately 50% match from the State. <br />Plans have been completed for the gymnasium and it will go to bid in June, 2007. <br />The gymnasium is anticipated to take 18 months to construct. The gymnasium is also <br />designed to be solar powered, with a new thin covering being placed atop the rounded <br />roof. This will generate electricity for the building's use as well as for selling back <br />to PG&E. <br /> <br />2. Discussion Regarding Potential City Truancy Ordinance <br />City Manager Jermanis gave background on the City's interest in possibly adopting a <br />truancy ordinance similar to the City of Fremont's. He stressed that some issues, <br />such as identifying which students should be in school and which had legitimate <br />reasons to not be, were very important. Assistant Superintendent Shira stated that the <br />District's Special Services Director was actively working on truancy, and would <br />coordinate with the Assistant City Manager and Police Chief on the adoption and <br />implementation of an ordinance. All Committee Members were supportive of <br />adopting an ordinance to address truancy. Lou Filopovich asked to use part of his <br />public comment time to ask questions. Chair Souza allowed him to comment. He <br />questioned the City's ability to have any jurisdiction over the San Lorenzo School <br />District. <br /> <br />3. Discussion Regarding Status of District Surplus Properties <br />Assistant Superintendent Shira passed out an informational brochure (attached) from <br />the District's Public Hearing held on March 26,2007 regarding the future uses and <br />options for potential surplus school sites. Of the five school sites currently not used <br />by the District, all are outside of San Leandro except for the Lewelling school site <br />(Chinese Christian School). The other sites are also used by other private or charter <br />school facilities. The school district will be deliberating possible sale, reuse or long <br />term leases for the properties. Declaration of the properties as surplus allows the <br />District to enter into longer term leases with current or future users of the properties. <br />
