<br />City of San Leandro Marina Lodging Development <br /> <br />Page 1 <br /> <br />A. INTRODUCTION AND SCOPE OF WORK <br /> <br />The City of San Leandro is currently evaluating both the need for expanded lodging <br />facilities at the Marina as well an overall, updated development concept for the <br />Marina. The City is also investigating potential re-use options for the former Blue <br />Dolphin restaurant site, in addition to planning for the eventuallease(s) of one or both <br />of two available sites for further new development. Upcoming City participation in <br />improvements to the Monarch Bay Golf Course clubhouse may also be a factor in <br />influencing the consideration of these various projects at the Marina. <br /> <br />Our study focuses exclusively within the Marina as to sites that could be leased by <br />the City for lodging and restaurant uses designed to conform to the overall master <br />plan for the development of the Marina. As we understand it, the primary intent of the <br />Marina master plan is for developed uses which would benefit the citizens of the City <br />of San Leandro while also allowing the Marina to become a destination point for <br />travelers to the area, particularly commercial travelers. <br /> <br />In order to assist the City in assessing the viability of each the individual projects <br />mentioned and the Marina concept overall, PKF Consulting has performed the <br />following tasks. <br /> <br />1. Evaluated the appropriateness of the Marina in general and the identified <br />site(s) in specific for the selected development(s); <br /> <br />2. Analyzed the current and future market demand for hotels, . <br />conference/meeting facilities, and restaurants at the Marina location; <br /> <br />3. Performed a detailed analysis of the market for hotel, conference/meeting, <br />and restaurant facilities in the Marina area. Our assessment for each <br />market included a review of the existing demand, potential future supply <br />and demand, and the share of the various markets that the recommended <br />developments could reasonably be expected to capture; <br /> <br />4. Conducted an updated survey of major employers based in San Leandro <br />for potential demand for the recommended facilities; <br /> <br />5. Based on the foregoing market analysis, we have developed <br />recommendations for the optimal type of lodging and other facilities for the <br />subject site; <br /> <br />6. Reviewed the related nature of the existing and potentially expanded golf <br />clubhouse with regard to the aforementioned proposed developments <br />including inter-relationships with the nearby Monarch Bay Golf Course; <br /> <br />7. Developed a statement of estimated annual operating results for the first <br />ten years of operation for the recommended developments. These <br />
