Types of Facilities which Appear Viable <br /> <br />There are a number of factors influencing the selection of appropriate lodging, <br />conference/meeting, and restaurant developments at the Marina. The key factors <br />are: <br /> <br />· The comparatively removed location of the Marina with regard to present <br />and future expected generators of lodging demand in the area; <br /> <br />· The attractive characteristics of the Marina and the lack of similar new <br />development sites elsewhere in the Bay Area; and, <br /> <br />· The future development potential for the San Leandro area and the stated <br />interest of present users in the area for lodging, conference/meeting, and <br />restaurant facilities. <br /> <br />The unique nature of the Marina is characterized by its views to the west of the San <br />Francisco Bay and the picturesque nature of the surrounding marina berths and <br />parklands. The location of the Marina, while distant from Interstate 880 as accessed <br />by either Marina Boulevard or Fairway Drive, is made attractive due to the presence <br />of the Monarch Bay Golf Course and the existing hotel and restaurant developments. <br />As an influence to other, new developments at the Marina, the characteristics of the <br />Marina indicate that destination-type developments are ideally suited. <br /> <br />We concur with the present efforts for the annual dredging of boating lanes leading <br />into and out of the Marina. Should dredging be halted, these boating lanes would <br />become filled in with sedimentation and most sailboats would be unable to access <br />the Marina. While power boats would still be able to maneuver in and out of the boat <br />docks, the image of the Marina would be altered if the visually and audibly more <br />attractive sail boats were no longer commonplace. <br /> <br />2. Hotel <br /> <br />a. Overview <br /> <br />We have carefully researched what type of lodging facility would be appropriate at <br />the San Leandro Marina, if any. Based on our analysis of the local market, a <br />destination-type lodging facility would be most appropriate at the Marina; further, our <br />analysis indicates that only one lodging facility at the Marina is market justified. <br /> <br />Our research indicates that a traditional limited-service or full-service hotel, or an <br />extended-stay hotel would not be viable at the San Leandro Marina. Our analysis <br />indicates that any of these types of new lodging properties would be isolated at the <br />
