<br />MINUTES Page 3 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-April 2, 2007 <br /> <br />Tiffany Kuang, Vice Chair of the Youth Advisory Commission, reported on the recent Youth <br />Summit, the planning for next year's Youth Summit, and the recruitment of next year's <br />comnusslOners. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fIll out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of PLN2006-00075; Rezone and Zoning Map Amendment to Rezone One <br />Property that Is Zoned RD and Four Properties that Are Zoned IL to a Commercial <br />Zoning District, CC Commercial Community, to Be Consistent with the Properties' <br />General Plan Designation in the Land Use Element of Corridor Mixed Use. No <br />physical changes to the properties are proposed as part of this entitlement. The <br />properties are located between the west side of Washington Avenue and the east side of <br />San Leandro Boulevard and are comprised of five separate parcels: 2385, 2395 and <br />2411 Washington Avenue; 2392 and "no address" Cherry Street; Assessor's Parcel <br />Number 75-84-5, 75-84-6, 75-84-7, 75-84-8; and 75-84-19-04; W. and K. Boswell <br />(Applicant); J. Montero, 1. Silva, and M. and H. Senna (property Owners). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis provided a brief background on the item and introduced Planner Sally Barros. <br />Ms. Barros gave a PowerPoint presentation describing the subject property, the <br />proposed rezone and zone map amendment, the public outreach that was performed, and <br />the recommendation by the Planning Commission. <br /> <br />Staff responded to questions from the Council regarding hazardous materials and the <br />zoning of the surrounding properties. <br /> <br />Wally Boswell, Applicant and owner of James Auto Truck Service, addressed the <br />City Council, commenting on the measures he has taken to make his business and the <br />surrounding area safe and quiet. Mr. Boswell commented on the current unsightly <br />condition of the subject property and indicated that he would like to build a new auto <br />repair facility on the property. <br /> <br />John Montero, husband of the property owner, addressed the City Council, <br />providing background on the change in the zoning of the parcels from commercial to <br />industrial. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, expressing support <br />for Mr. Boswell and his business. <br />
