THE PROJECT IS A PROPOSED RESIDENTIAL DEVELOPMENT WITH <br />23 THREE-STORY TOWNHOUSES AT THE CORNER OF MACARTHUR BOULEVARD <br />AND HERMA COURT. PROPOSED AMENITIES INCLUDE A PRIVATE ROADWAY, AN <br />INTERNAL PARK AREA, ATTACHED ONE- AND TWO-CAR GARAGES, AND 6 GUEST <br />PARKING SPACES ON THE SITE. THE SITE IS ZONED CC COMMERCIAL COMMUNITY <br />DISTRICT AND RS RESIDENTIAL SINGLE-FAMILY. ASSESSOR'S PARCEL NUMBERS <br />76-311-1-1, 76-311-1-3, 76-311-3, 76-311-4, AND 76-311-5; 311-335 MACARTHUR <br />BOULEV ARD/HERMA COURT; RUFFIN ARCHITECTURE (APPLICANT); SETTLEMIER <br />PROPERTIES (PROPERTY OWNER). <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />The proposal includes development of 23 attached townhomes on property encompassing <br />approximately one acre. The project site would be rezoned from CC Commercial Community to <br />CC(PD) Commercial Community, with a PD-Planned Development Overlay and from RS <br />Residential Single-Family to RS (PD) ResiGential Single-Family, Planned Development Overlay, <br />in order to facilitate this development. The five existing parcels will be merged into a single <br />condominium parcel with a total of 23 individual ownership units and common space which <br />would include the private driveway, open space areas and landscaping. <br /> <br />As proposed, the project is in compliance with the City's Inclusionary (Affordable Housing) <br />Ordinance where 15% of the units (equates to three units) must be set aside for low/moderate <br />income households. <br /> <br />At its April 12, 2007 meeting, the Planning Commission recommended approval of the Rezone, <br />Planned Development and Vesting Tentative Map, subject to the recommended conditions of <br />approval, to the City Council. <br />
