Proposed amenities include a private driveway, an internal park area, one-
and two-car garages for each residential unit, and six guest parking spaces on the
site. The site is zoned CC Commercial Community District and RS Residential
Single-Family. The applicant would be seeking a Planned Development to rezone
the properties with a Planned Development overlay district and a Tentative Map.
Assessor's Parcel Numbers 76-311-1-1, 76-311-1-3, 76-311-3, 76-311-4, and 76-
311-5; 311 MacArthur Boulevard/Herma Court; D. Ruffin Architecture
(applicant); Settlemier Properties (property owner).

SUMMARY AND RECOMMENDATION

The applicant and property owner propose to develop the subject site with a new 23-unit for-sale
residential row-house project. All of the units are proposed as three-story, ranging from
approximately 1,151 square feet to 2,042 square feet in area, and would comprise of 20 three-
bedroom and three four-bedroom units, with attached one- and two-car garages. As required
under the City's Inclusionary Housing Ordinance, three townhouses are proposed as low- and
moderate-income units. The subject property is on the MacArthur Boulevard commercial
corridor at the edge of the Broadmoor neigh1:Jorhood.

In July 2006, the Planning Commission conducted a work session, where the applicant presented
preliminary plans and the Commission provided comments (the meeting minute excerpts are
attached). That plan included 14 townhomes, two single-family homes on Herma Court, and a
3,223 square-foot commercial space on the comer of the subject site.

At the July work session, the Planning Commission asked questions about the project's site
planning, traffic and parking, and the viability of the proposed commercial space at the comer.
The Commission expressed concerns over the proposed narrow house on the substandard Herma
Court lot and the location of the open space. The applicant and architect have since modified the
plans significantly, increasing the number of units, changing the commercial unit into a
residential unit with a potential "flex" office space, and presenting two different options for use
