The revised plans and two versions of the vesting tentative map have been submitted for the Planning Commission's review. The revised application includes development of 23 attached townhomes on property encompassing approximately one acre. The project site would be rezoned from CC Commercial Community to CC(PD) Commercial Community, with a PD-Planned Development Overlay and from RS Residential Single-Family to RS (PD) Residential Single-Family, Planned Development Overlay, in order to facilitate this development. The five existing parcels will be merged into a single condominium parcel with a total of 23 individual ownership units and common space which would include the private driveway, open space areas and landscaping. Staff recommends that the Planning Commission forward the items listed below to the City Council with a recommendation for the following: A. Rezone the property from CC Commercial Community District to CC(PD) Commercial Community, Planned Development Overlay District and from RS Residential Single- Family to RS (PD) Residential Single-Family Planned Development Overlay District. B. Approve the Planned Development to create a 23-unit row-home development, subject to the recommended conditions of approval. C. Approve Vesting Tentative Map, Tract 7875 to allow the existing five lots to be merged into a larger lot totaling approximately 43,525 square feet and to create a condominium lot with 23 individual ownership units and common space (driveway, open space area and landscaping), subject to the recommended conditions of approval. SURROUNDING AREA The subject site comprises five separate parcels that together encompass 42,437 square feet (0.97 acre). The proposal includes the incorporation of 1,088 square feet of City right-of-way (to be vacated) which would increase the overall size ofthe site to 43,525 square feet (0.99 acre). The site is located on the west side of MacArthur Boulevard at the north comer of Henna Court. The northern comer of the triangular property is located at the intersection of Broadmoor Boulevard and MacArthur Boulevard. The eastern and western edges of the subject property border single-family residences that are located on MacArthur Boulevard and Henna Court, respectively. Commercial sites on MacArthur Boulevard are developed with small-scale commercial uses, including a barber shop, Ii hair salon and a Chinese restaurant. The property is located in the Broadmoor neighborhood. It is one block south ofthe Oakland city limit. The subject property is currently developed with a two-story, approximately 15,000 square-foot building that houses the Stepping Stones social services organization and two large parking lots to the south and north of the building.
