<br />provide an adequate level of safety and security for the residents. Furthermore, the site <br />will be adequately served with public services, including utilities. <br /> <br />Per Institute of Transportation Engineers (ITE) data, a 23-unit row-house development <br />would have a trip generation impact less than commercial development and not <br />significantly higher than the existing office uses currently permitted in the underlying CC <br />District. The proposed residential use would protect and enhance the character of the <br />immediate and surrounding area. <br /> <br />The site planning, the use of exterior lighting and landscaping materials will allow for <br />security and easy surveillance of the development. The application of current <br />construction practices will prevent disturbances from significant levels of noise <br />emanating from within the completed homes. Sufficient off-street parking will be <br />provided to prevent any significant impact on the on-street parking within the existing <br />neighborhood. Additional on-street ?arking will be provided through the reconfiguration <br />of existing parallel parking to diagonal parking, for a gain of 10 new off-street stalls. <br /> <br />3. That the proposed use will comply with the provisions of this code; including any <br />specific condition required for the proposed use, in the district, in which it would be <br />located. <br /> <br />The Planned Development allows the consideration of a residential development with <br />some relaxation in parking, setback and other development standards. In exchange for <br />reduced setbacks and landscaping, higher quality housing and on-site improvements <br />(architecture, landscaping, screening walls, and enhanced paving) are being proposed. <br />Enhanced paving and additional screening as conditions of approval have been included <br />as part of the project proposal. <br /> <br />4. That the proposed use will not create adverse impacts on traffic or create demands <br />exceeding the capacity of public services and facilities, which cannot be mitigated. <br /> <br />The surrounding streets have adequate capacity to accommodate the traffic generated by <br />this development. The net increase in traffic generation by the project, taking into <br />account that there is an existing social service use (Stepping Stones) on the site at this <br />time, has been deemed by the Engineering Department to be insignificant. The Trip <br />Generation Manual of the Institute of Transportation Engineers does not include a <br />specific land use category for the existing social service use. The trip generation rates of <br />the General Office category are applied in this case. The existing 15,000 square foot <br />social service office generates 50 trips per day and 12 trips in the afternoon peak hour. <br />The proposed twenty-three townhomes will generate 134 trips per day and 12 trips in the <br />afternoon peak hour. Although about 84 additional trips will be expected from the land <br />use change, the increase in trips will be spread out through the day. Therefore, the traffic <br />impact resulting from the project should be insignificant. <br /> <br />AC Transit bus stops on MacArthur Boulevard are directly in front of the site. <br />Furthermore, with its close proximity to public transportation, traffic generation may be <br />less than developments in San Leandro that are not conveniently located close to public <br />transportation.
