<br />There is adequate public service to the proposed subdivision, including but not limited to; <br />the gas and electric company, the water district, waste disposal, cable TV, and police and <br />fire departments. <br /> <br />5. The Planned Development Project Plan will provide superior urban design in <br />comparison with the development under the base district zoning regulations. <br /> <br />The site planning for the Planned Development allows for adequate setbacks, vehicular <br />circulation and parking, and semi-private yards to maximize the concept of home <br />ownership. In addition, the design of the project contains architectural patterns and <br />elements that contribute to the character of the Planned Development, including the use <br />of colors, Craftsman-style architecture and site monuments, as well as landscaping for all <br />areas contiguous to the street and common driveway area. The overall design and features <br />included within Planned Development bolsters the development's long-term livability <br />and property value enhancement in this new residential development. <br /> <br />The design for the project has been strongly developed with fine detailing and building <br />articulation in a modem Craftsman style. The plans for rear, front and side elevations <br />show building plane variations tha~ provide visual shadow and relief. In addition, the <br />architecture includes a variety of details, including roof and cantilever brackets, stepping <br />back of the second floor and projection of the third floor, and wood shake wainscoting <br />and wall panels. The details provide architectural consistency while also providing <br />variations in texture and color across the project frontage. <br /> <br />These aspects of the design contribute to breaking the long street frontage into a series of <br />vertical and horizontal plane changes, terminating in a large circular patio structure for <br />the larger Al townhouse unit that fits into the circular end of the MacArthur and <br />Broadmoor Boulevards' angled intersection. The end unit incorporates all of the same <br />details of the Craftsman style, such as wood shake top portion of walls, substantial wood <br />posts and stone wainscoting. <br /> <br />A high level of architectural detail is also provided for the rear row of five townhouse <br />units and the two attached townhomes on Herma Court. The elevations facing the interior <br />driveway have the same windows, detailing, trim, etc., as the front elevation along <br />MacArthur Boulevard, exhibiting four-sided architecture. The garages have varied <br />window and wood panel styling that break up the long row of garage doors in the interior <br />of the site. <br /> <br />6. The Planned Development ProJect includes adequate provIsions for utilities, <br />services, and emergency vehicle access; and that public service demands will not <br />exceed the capacity of the existing and planned systems. <br /> <br />There is adequate public service provided to the proposed subdivision, including but not <br />limited to the gas and electric, the water, waste disposal, cable TV, and police and fire <br />services.
