Findines for Exemption under CEQA

This project to construct 23 single~tamily townhomes on a one acre site is categorically
exempt from the California Environmental Quality Act (CEQA) per CEQA Guideline
Article 19, Categorical Exemption, Section 15332. Specifically, the project is consistent
with the General Plan; the project site is less than 5 acres; the project site was previously
developed; the site has no value for endangered, rare or threatened species; approval of the
project would not result in any significant environmental effects relating to traffic, noise, air
quality, or water quality; and the site can be adequately served by all required utilities and
public services.

Furthermore, the rezoning is exempt from CEQA, per CEQA Guidelines, Section 15061 (b)
(3), where it can be seen with certainty that there is no possibility that the rezoning in
question may have a significant effect on the environment.

Recommended Findings of Fact
PLN2006-00 1 04

May 7,2007
Page 5 of 5
