<br />DRAFT MINUTES Page 10 <br />City of San Leandro City Council, San Leandro Public Financing Authority, and San Leandro Redevelopment Agency <br />Joint Meeting-April 16, 2007 <br /> <br />JP A agreement at a Council Committee meeting or work seSSIOn pnor to its <br />consideration at a Council meeting. <br /> <br />Mayor Santos commented that the City must prepare for future emergencies in order to <br />save lives and property, and this will require the ability to communicate and work with <br />neighboring agencies. <br /> <br />Councilmember Gregory expressed support for the system. He asked if the Fire <br />Department had learned lessons from its consolidation that would be useful in this latest <br />endeavor. Mr. McCammon commented on the interesting political dynamics, and noted <br />that the biggest challenge has been to achieve a balanced composition on the Board of <br />Directors. <br /> <br />A motion was made by Councilmember Stephens, seconded by Councilmember ProIa, <br />to adopt the resolution. <br /> <br />Councilmember Souza asked for clarification on the use of the money that the City will <br />contribute as part of this action. Mr. Jermanis clarified that the $37,800 City <br />contribution will be used for expenses associated with the communications system or <br />the JP A, and the City will still need to purchase radio equipment which would be <br />compatible with the new system. At Councilmember Starosciak's suggestion, the JPA <br />agreement will be scheduled for discussion by one of the City Council Committees. Mr. <br />Jermanis indicated that he would bring up with the City Managers the issue of the <br />composition of the Board of Directors and ways to ensure balanced representation. <br /> <br />.
