DRAFT MINUTES Page 12
City of San Leandro City Council, San Leandro Public Financing Authority, and San Leandro Redevelopment Agency
Joint Meeting-April 16, 2007

a. Schedule consideration of approval of an agreement with Environmental
Science Associates (ESA) for performance of an environmental and
regulatory constraints/opportunities assessment of the Marina shoreline area.

On behalf of the Marina Committee, Mayor Santos requested that the
reference to relocating Burrell Field to the dredged materials management
site be deleted from the scope of work. The Committee felt this would
eliminate any potential for confusion and misunderstanding regarding the
purpose and intent of the environmental report.

Councilmember Starosciak commented on a letter to the editor in the Daily
Review which claimed that the City Council voted to develop the Roberts
Landing wetlands area. She clarified that none of the Roberts Landing
wetlands area is being proposed for review by ESA. Councilmember
Starosciak noted that she responded to numerous phone calls and emails on
this issue.

Councilmember ProIa noted that he had suggested at the Marina Committee
meeting that the reference to relocating Burrell Field and the bridge across
the Estudillo canal at the Doolittle terminus be deleted, and he is glad that
the Committee is in agreement.

By consensus, the City Council scheduled consideration of approval of
agreement, as revised.

12. CITY COUNCIL COMMENTS

Vice Mayor Grant requested that tonight's meeting be adjourned in memory of former City
Finance Director Michael White.
