CHEN CONSTRUCTION, INC., FOR <br />THE AIRPORT NOISE INSULATION PROJECT TO SOUNDPROOF TEN (10) HOMES <br />UNDER THE CITY'S RESIDENTIAL NOISE INSULATION PROGRAM, PROJECT NO. SL- <br />0401, BID 05-06.023. <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends that the City Council award the contract for the Introductory Phase of the <br />Airport Noise Insulation Project to G.E. Chen Construction, Inc., the lowest responsible <br />responsive bidder. The amount of the contract is $260,845.00. Phases 1 & 2 . are not in the <br />introductory scope of work. Based upon the Introductory Phase performance, Phases 1 & 2 will <br />be authorized under a change order or by re-bid. In either event, Council will be asked to <br />approve a change order to the agreement or to award the future phases of work to a new <br />contractor. <br /> <br />BACKGROUND <br /> <br />The City of San Leandro entered into a settlement agreement with the Port of Oakland on <br />December 5, 2000, with an addendum dated July 22, 2003. Under the terms of the agreement, <br />the Port agreed to fund a City administered Residential Noise Insulation Program. On January <br />26, 2004, the City Council approved the contractual service agreement with C. KelI-Smith & <br />Associates, Inc., for professional services related to the administration of the Residential Airport <br />Noise Insulation Program. On September 2, 2004, C. Kell-Smith administered a lottery to <br />determine which homes would be participating in the program. Plans for construction were <br />prepared by C. Ken-Smith and Associates. <br /> <br />During the Introductory Phase the contractor will provide general soundproofing of 10 homes, to <br />reduce the impact of aircraft generated noise on the occupants. The Introductory Phase is a 120 <br />calendar day project. Phases 1 and 2 are not in this scope of work. Phase 1 and 2 will each <br />include 95 homes and are 180 calendar day projects. The contractor works directly for the City <br />and is under the direct supervision of the City' project manager, which will be the Chief Building <br />Official. Funding for the work specified under bid 05-06.023 (estimated to be valued at <br />approximately $260,845.00) will come from the Port of Oakland in accordance with the <br />settlement agreement. <br /> <br />49 <br />
