<br />Airport Noise Insulation Award Contract <br /> <br />2 <br /> <br />January 17,2006 <br /> <br />DISCUSSION <br /> <br />The City advertised the Bid Package for professional services related to the contract work of the <br />Residential Airport Noise Insulation Program on November 14 and November 21, 2005, with a <br />deadline to submit bids by December 21, 2005. Nine (9) packages were sent to contractors and <br />individuals expressing an interest in the project. The following summarizes the scope of services <br />and the process for selection of the contractor. <br /> <br />General Scope of Work <br />The Residential Noise Insulation Program consists of generally soundproofing, in phases, <br />approximately 200 single-family houses in the City of San Leandro subject to airport noise <br />intrusion. The work to be done under this contract is the Introductory Phase for ten (10) single <br />family homes. The soundproofing involves replacing all windows and sliding glass doors with <br />acoustical units; sealing exterior doors and replacing exterior hollow core doors; modifying <br />fireplace openings, dampers and skylights; providing fresh air makeup to the existing heating <br />systems; and insulating attic spaces, where required, all as shown on the Plans or specified in the <br />Project Manual. The list of preliminary tasks includes: <br /> <br />. Provide a list of proposed subcontractors, including a description of the portion of <br />the work which will be done by each subcontractor. It shall also include the value <br />of each portion of the work to be subcontracted. <br />. Furnish a Payment Bond and a Faithful Performance Bond. Contractor shall <br />guarantee the entire work constructed under the contract to be free of defects in <br />material and workmanship for a period of one year following the date of <br />recordation of the Notice of Completion by the City. <br />. All work shall be performed in accordance with the building codes of S~ <br />Leandro, contained in the San Leandro Municipal Code. <br />. Provide to the City for review a tentative construction schedule, traffic control <br />plans, 24-hour emergency phone numbers, copies of business license for <br />Contractor and all listed subcontractors, and applicable permits. <br />. Provide submittals, required for all fabricated acoustical components, and shall be <br />required for any product, manufactured item, or system. <br />. Keep and maintain, at the job site, one record set of Contract Drawings, and <br />Record Drawings. Upon substantial completion of the Work and prior to final <br />acceptance by the City, The Contractor shall complete and deliver the completed <br />set of Record Drawings to the Architect conforming to the construction records of <br />the Contractor. <br />. Quality Control is the sole duty of the Contractor and said duty shall not be <br />avoided by any act or omission on the part of the Inspector(s). <br />. Provide verification of certified payrolls, fringe benefit statements from applicable <br />collective bargaining units, documentation of liability insurance and all payroll <br />taxes. <br />. Provide daily reports. <br />. Obtain all applicable permits from the Building and Safety Services Division of <br />the Community Development Department. <br />.
