B. Any new roof top or exterior mechanical equipment for the building such as air conditioninglheating units, venting, or radio/television antennas shall be screened from view so as not to be visible from adjacent properties or streets to the satisfaction of the Community Development Director. C. No barbed wire or ribbon wire shall be installed on any wall, fence or building on the property. D. Garbage cans and recycling bins shall be kept inside the automobile detailing business at all times, except for the scheduled pick-up service of the containers. If the garbage cans or recycling bins are to be stored outside the building, they shall be screened from view and the top shall be roofed over. Said screening shall be subject to review and approval by the Community Development Director and the City Engineer. VIII. MAINTENANCE A. All exterior building surfaces shall be maintained in clean condition. The site shall be kept free oflitter, debris and weeds. B. Any graffiti shall be promptly removed from building walls, and/or perimeter fences and walls. The applicant and any successors in interest shall comply with the rules and regulations of the City's graffiti removal program and shall grant a license and right of entry as requested to enforce the terms of such program. C. The signs on the property shall be well maintained at all times. Any damage to the signs shall be promptly repaired or replaced. D. Unauthorized and temporary signage, including but not limited to flags, pennants, and A-frame signs, shall not be permitted on the property, except as approved for a specified amount of time in a Special Event Permit granted by the City Community Development Department. IX. GENERAL REQUIREMENTS A. The applicant shall require customers and employees to park within the seven parking stalls to the rear of the site and mark them with signage reading the appropriate designations (e. g. "Employee Parking" and "Customer Parking"). B. There shall be no outside storage of any type in loading or parking stalls. Those areas shall be kept free of obstruction and available for their designated use at all times. C. Any complaints regarding this business may be grounds for a review hearing by the Board of Zoning Adjustments or revocation of the business license by the City Finance Department, subject to a decision by the Community Development Director.
