Exhibit B

USE OF LICENSE AREA

Licensee is authorized to use the License Area for vehicular and pedestrian access across Parcels
A and B, as described in Exhibit A, for the sole purpose of allowing Licensee's customers,
employees, and tenants' entry to and egress from Licensee's adjacent owned and leased property
(as more particularly described in the ENRA and defined therein as "Owner's Property"). At no
time shall Licensee use Parcels A and B for advertising signage or other installations, nor allow
overnight parking.

Licensee may not install any enforcement or other sign age without Agency's written permission.

Licensee acknowledges that Agency may use all or part of License Area for Agency's own
purposes, including but not limited to site investigations and construction staging. Agency will
inform Licensee of such uses in situations where they may impede Licensee's access, no less
than one business day in advance.

Union Bank License Agreement

7
