weekly occupant was invited to meet INith a Relocation Consultant and a Services Manager from
Mercy Housing to have their questions answered and to provide certain household information.
Twenty-one households accepted the invitation and met INith the Consultant and Services
Manager over a three-day period. At that meeting the tenants v..ere provided with project
information and were encouraged to remain at the motel in order to eventually realize the
benefits of affordable housing. The occupants were also given the contact information for the
Relocation Consultant so that they could request additional information and project status
updates as needed.

Beginning on May 23, 2005, each person that requested a weekly rental room at the
motel was given a Notice to Prospective Tenants and an information brochure that fully informed
them of the planned project. The Notice further explained that as new, fully-informed tenants,
they would not be eligible to receive Relocation Assistance if they decided to rent a room at the
motel.

Relocation Impact. The 58-unit four-story motel was constructed circa 1972 with
parking on the first floor and approximately 300 square foot studio motel rooms on the second,
third and fourth floors. Each of these units has a combined sleeping, dining and kitchen aJea,
and a separate full bathroom. One too-bedroom manager's unit is situated on the second ~oor
adjacent to the management office. An elevator services all four floors.

The motel is available for daily rental to the general public. By request of the owner,
granted by the City in 1995, the motel may rent a maximum of 33 units on a weekly basis. The
remaining 35 rooms may not be rented on a weekly basis. Approximately 18 of the households
that rented on a weekly basis were in occupancy in May of 2005 and have continued in
occupancy somewhat steadily through September 22, 2005. These households claim the motel
as their primary residence despite the fact that many frequently check out of the motel when they
are unable to pay rent.

When the Agency took possession of the property on September 22, 2005, 44 motel
rooms were occupied, not all of which by eligible households. Those occupants will be required
to move from the motel in order to allow for the rehabilitation of the building. Eligible households
will be provided with a minimum of 90 days' written notice to vacate the property. During that
time period, the Agency's Relocation Consultant INiIl provide assistance to find permanent
replacement housing in the community.

It is the Agency's goal to relocate all eligible households in order to allow for the
building's rehabilitation. Each eligible qualified household will be notified in writing when the
property is available for occupancy. These households will have an opportunity to apply for an
affordable housing unit on the property. Each applicant INiIl be required to apply for and qualify
for a unit in accordance with Mercy Housing policies. Each eligible household INiIl be given 60
days from the date of notification to complete the necessary paperwork and to return to the
property. The Agency's Relocation Consultant will work with these occupants to keep them
informed of the project schedule and to help them to identify and to secure housing. The
Agency will provide full Relocation Assistance in accordance with the Relocation Assistance
Program outlined later in this Study. If a household chooses to rent an affordable housing unit at

Relocation Impact Study and Last Resort Housing Plan
Page 2
