PUBLIC COMMENTS <br /> <br />Public Comments are limited to 5 minutes per person, for a total time period of one <br />hour. When you address the City Council, you should fiU out a speaker card and <br />submit it to the City Clerk so the order of speakers may be determined and an official <br />record of names and addresses obtained. The public is invited to make any comments <br />related to Agenda items, or other items of public interest, at this time. <br /> <br />A. Bob Britton, IFPTE, Local 21, 1182 Market Street, San Francisco, addressed <br />the City Council on behalf of the San Leandro City Employees Association <br />(SLCEA) and noted they voted to become a union last year. He indicated the <br />employees' action to unionize was with no criticism of the City Council. He stated <br />he represents loyal City employees and hopes the City Council appreciates them. <br />He said some employees live in San Leandro but said some cannot afford to live in <br />the City of San Leandro. With regard to the City Council item regarding garbage <br />services later this evening, he made a personal comment (speaking only on behalf <br />of himself and not the SLCEA) that, if the City gives up that service, they will not <br />get it back, and the City will lose control. He concluded by stating the SLCEA <br />employees are loyal and willing to serve the City. <br /> <br />B. Dana Johnson, 343 Farrelly, addressed the City Council regarding the proposed <br />ballot measure for City Council runoffs. He indicated his feeling that the candidate <br />with the most votes should win. He concluded by stating it would be appalling to <br />spend so much money to conduct runoff elections. <br /> <br />C. Paul Vargas, 872 Portola, addressed the City Council regarding Consent Items <br />7.B and 7.C, which relate to the award of Community Development Block Grant <br />monies. He indicated he is not supportive of granting those funds. With regard to <br />the Real Estate Property Transfer Tax, he stated it should be repealed. Mr. Vargas <br />also commented on the proposed two-year budget and indicated this is just another <br />way for the City to play cat and mouse with the budget process. He concluded by <br />stating a two-year budget will just make it easier for the City to raise taxes. <br /> <br />D. Lou Filipovich, 15376 Laverne Drive, addressed the City Council and indicated <br />his support for what Dana Johnson said, with the exception that he thinks the <br />runoff issue should be placed on the ballot. Mr. Filipovich indicated he also agrees <br />with everything Paul Vargas said. In conclusion Mr. Filipovich voiced his concern <br />and frustration with members of the public being allowed to speak before items are <br />acted on. Mr. Filipovich read from City Council Minutes which related to <br />previously proposed Charter Amendments in past years regarding the number of <br />City Council persons who should represent the City and other election matters. <br />
