PUBLIC COMMENTS <br /> <br />Public Comments are limited to 5 minutes per person, for a total time period of one <br />hour. When you address the City Council, you should fill out a speaker card and <br />submit it to the City Clerk so the order of speakers may be determined and an official <br />record of names and addresses obtained. The public is invited to make any comments <br />related to Agenda items, or other items of public interest, at this time. <br /> <br />A. Tom Guarino, San Leandro Chamber of Commerce, addressed the City <br />Council in support of New Business Item 8.E - Charter Amendment to call for the <br />election of the City Council and Mayor by a majority rather than plurality of <br />registered voters, as well as the language which provides for an instant voter <br />runoff Mr. Guarino also commented that he wanted to take this opportunity to <br />recognize the City staff, City Manager, Assistant City Manager, and the Director <br />of Public Works Services, concerning the privatization of the garbage contract <br />vote. <br /> <br />B. Do Johansen, 2515 Walnut Drive, addressed the City Council, requesting the <br />City consider paving Walnut Drive. <br /> <br />C. AI Rosenga, 534 Parrott Street, addressed the City Council regarding the ballot <br />measure item under New Business. He indicated his support for the placement of <br />this Amendment on the November 2000 ballot. <br /> <br />D. Justin Agrella, 1231 - 148th Avenue, addressed the City Council and urged the <br />Council's approval of putting the Amendment to the Charter (referred to in Item <br />8.E) on the November ballot. He also commented on low-income senior housing <br />and urged the City Council to consider repealing the Real Property Transfer Tax. <br />Regarding approval of the ABHOW housing, he asked: IfHUD does not approve <br />the funding, will the City have to finance it all? <br /> <br />E. Paul Vargas, 872 Portola Drive, addressed the City Council in opposition to Item <br />7.B. He feels this is another example of government waste. Regarding New <br />Business Item 8.G, he stated the City does not need to finance the Mayor to take a <br />vacation. He also urged the City Council to support a ballot measure to remove <br />the Real Property Transfer Tax on the November ballot. He concluded by urging <br />the City Council to approve Item 8.E. <br /> <br />F. Larry Norry, 2532 Williams Street, addressed the City Council, urging them to <br />approve Item. 8.E under New Business. He questioned what Ordinance pertains <br />to public applause during a City Council meeting. <br /> <br />G. AI Paladini, President of Huntington Park Homeownen' Association, <br />addressed the City Council in support of New Business Item 8.E and of placing the <br />issue of removing the Real Property Transfer Tax on the November ballot. <br />
