"
'.

Minutes - City of San Leandro City Council and
San Leandro Redevelopment Agency Joint Meeting - February 7, 2000

Page 14

D. Resolution of Support for Census 2000.

Resolution No. 2000-18, Resolution of Support for Census 2000.

(1453)

M1S/C Lothrop and Loeffler. Ayes: 7; Noes: 0

E. Matter of Request for City of San Leandro Charter Amendment to Call for the
Election of the City Council and Mayor by a Majority Rather than Plurality of
Registered Voters.

Council Member Glaze indicated he was displeased with the method by which this
issue came forward from the Chamber of Commerce, the Industrial Roundtable,
and the public to the City Council. He stated he' feels it was targeting the Mayor's
seat and it is a round-a-bout way of pushing through a separate agenda. This
Amendment will discourage people from running for office, and it will definitely
discourage minorities - both race and gender minorities. He stated he is not
supportive of having a petition process regarding this issue in the community and
that is why he is voting to place this issue on the ballot. He concluded by
expressing his frustration that the community might be more interested in
considering plurality elections of elected officials than they are with the needs of
our various parks and neighborhoods.

The following Motion was then introduced:

Minute Order No. 2000-9, Matter of Request for City of San Leandro
Charter Amendment to Call for the Election of the City Council and Mayor by
a Majority Rather than Plurality of Registered Voters. (lOSS)

The City Council approved placing the matter of a Charter Amendment
to call for the election of the City Council and Mayor by a majority
rather than plurality of registered voters on the November Ballot.

M1S/C Grant and Galvan. Ayes: 6; Noes: Nardine

F. Minute Order No. 2000-10, Matter of Renaming the "Gallery San Leandro"
Room to "Sister Cities Gallery." (1071)

The City Council approved the renaming of the "Gallery San Leandro"
Room to "Sister Cities Gallery."

M1S/C Lothrop and Grant. Ayes; 7; Noes: 0
