t,/

Minutes - City of San Leandro City Council and
San Leandro Redevelopment Agency Joint Meeting - February 7, 2000

Page 16

9. CITY COUNCIL COMMENTS

A. Vice Mayor Galvan commented on the Charter Amendment and stated that, with
the important decisions being made about issues in the community, he feels it is
important that the people making those decisions have withstood the test of a
majority election.

B. Council Member Loefller commended the Farrelly Pond Neighborhood
Association for being the first Association which has created their own webpage.

Council Member Loefller also commented on the Boards and Commissions
Budgets received this week. He indicated he feels there needs to be more
discussion as the City Council prepares for the two-year budget - as there are
distinct differences on how these Commissions are funded.

C. Council Member Lothrop commented that, recently, there has been a great deal of
discussion regarding a potential State Holiday to celebrate Cesar Chavez. The
date being discussed is March 31 st. Given Cesar Chavez dedicated his life to
improving the working conditions of people who work in fields or people who do
some of the hardest manual labor, and the ways in which he worked to support
those issues by way of non-violent means, she stated she would like to see the City
of San Leandro celebrate that in some way. She would like this issue placed on a
future Agenda for discussion as a New Business item.

Council Member Lothrop gave her phone number to those individuals who
addressed the City Council regarding the paving of Walnut Avenue.

D. Mayor Young asked the City Council's permission to refer to the City Council
Rules & Communications Committee the information Mr. Filipovich submitted to
the City Manager/City Clerk's Office earlier this evening regarding additional
Charter Amendments.

10. CITY MANAGER'S REPORT AND COMMENTS

The City Manager commented on the issue of Walnut Drive and indicated the City
Engineer and the Public Works Services Director will be looking at this issue. Earlier
in the year he indicated this issue would get the same, similar attention as the Menlo
Drive issue. The City's intention is to pave Walnut, if that is the desire of a majority
of residents.

The City Manager clarified that the Real Property Transfer Tax is six tenths (6/10) of
one(l) percent -less than 1%.
