JOINT CITY COUNCIL/SAN LEANDRO REDEVELOPMENT <br />AGENCY PUBLIC HEARING <br /> <br />A. Matter of Sale of Property Located at 960 San Leandro Boulevard, Plaza 2 <br />Redevelopment Project Area, Mitigated Negative Declaration, Section 33433 <br />Reuse Report, Disposition and Development Agreement with Creekside <br />Associates, LLC, and License Agreement in Connection Therewith; Assessor's <br />Parcel Number 75-36-52 (approves a Mitigated Negative Declaration, Section <br />33433 Reuse Report, and the Disposition and Development Agreement for sale of <br />a parcel to be developed as a business park, and authorizes and approves execution <br />of a License Agreement with Creekside Associates, LLC). <br /> <br />This being the time and place for the Public Hearing on the above matter, the City <br />Attorney recused himself from this item as his firm has an interest in leasing space <br />at this particular site. He indicated Mark Huebsch from Stradling Y occa Carlson <br />& Rauth Agency has been retained to prepare the legal documents and to advise <br />the City Council and Redevelopment Agency this evening if they have questions. <br /> <br />Council Member Glaze arrived during the stafT presentation. <br /> <br />Hanson Horn, Planning Manager, gave the staff report and a presentation <br />regarding the project site and development. <br /> <br />Don Fleming, Interim Development Services Director, made a report regarding the <br />Disposition and Development Agreement (DDA) for the sale of the property. <br /> <br />The City Manager reported on the fair value of the property and other uses that <br />had been considered by the City Council in the past. The retail use reviewed was <br />to address the City Council's desire that there be a quality restaurant on this site. <br />He noted there was an incentive placed in the DDA to secure a quality tenant, <br />which will have to be approved by the Redevelopment Agency. He added, if that <br />is not done, then there will be an obligation to pay an additional $250,000. He <br />further stated the Agency's interest is in selling the property, getting as much <br />money as they can for the property - consistent with a development that meets the <br />Agency's objectives. . <br /> <br />Kevin James, Architect for the developer, discussed the process and community <br />outreach which resulted in this recommended project. <br /> <br />David Irmer of Creekside Associates, spoke to the detail that has been put into <br />the project and of the collaboration with Friends of San Leandro Creek to address <br />their needs. <br /> <br />The Hearing was then opened to the public. <br />
