Minutes - City of San Leandro City Council and
San Leandro Redevelopment Agency Joint Meeting - February 22, 2000

Page 6

The Architect responded that it was a matter of need for more tenant space and a
more "urban edge" desired by the Planning Commission.

Council Member Glaze indicated he would like to see the design and architectural
changes come back to the City Council/Redevelopment Agency for further
discussion.

Council Member Grant suggested that some design preferences may change the
cost of the project.

The City Manager reported that the. City Council/Redevelopment Agency can
review the plans further at a future meeting, once the DDA is adopted, in order to
enable the project to move forward.

Council Member Glaze clarified which version was presented to the Planning
Commission. Debbie Potter clarified this matter, describing how the project
evolved from addressing the needs of a retail user, to now addressing the needs of
office users, and then how the development evolved, as reflected by the more
refined drawings.

Council Member Loeffler stated he appreciated the dialogue about the project. He
pointed out the City does not have design standards, and the City Council is
somewhat skeptical of designs, given recent development in the downtown. He
acknowledged the project is sensitive to the community and environment. He
asked if there are accommodations for bicycles. He further stated he shared his
colleague's concerns about design changes but acknowledged the needs of the
future tenants.

Council Member Lothrop recalled past projects proposed for the site and
expressed her confidence in the developer's ability to reflect the history and flavor
of the community. She also acknowledged the community, especially the Friends
of the San Leandro Creek, and the Richards, for their involvement, as well as Ann
Hague and Glenn Hilton.

Mayor Young stated she agrees with comments made by the balance of the City
Council. She also complimented the developer for his perseverance on this
project.
