Resolution Recognizing "Cesar Chavez Day" on March 31, 2000. <br /> <br />The City Manager said the City Council is not considering a paid holiday at this <br />time. <br /> <br />Council Member Lothrop indicated she would like to see a Proclamation on the <br />March 20 Agenda for a presentation where the community can be involved. <br /> <br />The Mayor added that staff will be involved in planning festivities for March 31, <br />2000, along with interested City Council Members and members of the <br />community. <br /> <br />Council Member Grant indicated that by having a Proclamation on the March 20, <br />2000, Agenda it will give the community time to come out and celebrate on the <br />31 st. <br /> <br />The following Resolution was then introduced: <br /> <br />Resolution No. 2000-27, Resolution Recognizing "Cesar Chavez Day" on <br />March 31, 2000. (1123) <br /> <br />M/S/C Lothrop and Glaze. Ayes: 7; Noes: 0 <br /> <br />B. Matter of Youth Advisory Commission's (YAC) Recommendation on Proposition 21: <br />Juvenile Crime. Initiative Statute. <br /> <br />City Council discussion ensued acknowledging the work of the Youth Advisory <br />Commission in reviewing Proposition 21. <br /> <br />Council Member Loeffler noted he had received an analysis of their position on <br />February 10, 2000. He read from the report their findings as to why they are <br />opposed to the Proposition and noted he will be supporting their recommendation <br />to the City Council. <br /> <br />Council Member Grant commented on the proposed language of Proposition 21 <br />and indicated she hopes to get support from the balance of the City Council to not <br />support Proposition 21. <br /> <br />Vice Mayor Galvan indicated he will be abstaining from voting on this matter and <br />added that he is aware of the arguments on both sides but is still weighing all of the <br />issues and has not come to a firm conclusion as to how he will vote on this issue. <br />
