He stressed that the City Council takes their recommendation seriously but should not vote on it just to show agreement. Council Member Glaze indicated he understands what the Vice Mayor is saying but would be voting in favor of the Y AC recommendation. He, too, voiced concerns with the Proposition's language. Council Member Nardine commented that she feels the language proposed in Proposition 21 is a "quick fix" and does not necessarily address the real issues. She indicated she will also be supporting the Y AC' s recommendation. Council Member Lothrop stated she will be voting to support the Y AC' s recommendation and indicated her opposition to the proposed language of Proposition 21 and indicated other organizations that were also opposed. Mayor Young concluded by stating she was inclined to abstain from voting on this matter because of an indecision personally; but after hearing discussion and the input from Mr. Martell, she will support the Y AC' s opposition to Proposition 21. The following Motion was then introduced: Minute Order No. 2000-13, Matter of Youth Advisory Commission's (YAC) Recommendation on Proposition 21: Juvenile Crime. Initiative Statute. (1123) The City Council supported the Youth Advisory Commission's (YAC) recommendation in opposition to Proposition 21. M/S/C Grant and Loerner.
