<br />Minutes - City of San Leandro City Council and <br />San Leandro Redevelopment Agency Joint Meeting - March 6, 2000 <br /> <br />Page 5 <br /> <br />4. PUBLIC COMMENTS <br /> <br />Public Comments are limited to 5 minutes per person, for a total time period of one <br />hour. When you address the City Council, you should fill out a speaker card and <br />submit it to the City Clerk so the order of speakers may be determined and an official <br />record of names and addresses obtained. The public is invited to make any comments <br />related to Agenda items, or other items of public interest, at this time. <br /> <br />A Harold Perez, 2052 Vestal Court, addressed the City Council, recognizing Justin <br />Agrella's recent letter, published in the San Leandro Times, regarding Proposition <br />26. He continued by commenting on the smell coming from the Waste <br />Management site; airplane noise and congestion; and the danger of flights going <br />right over the gas station by Costco. He also questioned what generous offer had <br />been made by the Port of Oakland. <br /> <br />B. Tom Guarino, Representing the San Leandro Chamber of Commerce, <br />addressed the City Council, welcoming back the City Clerk and indicating the <br />Chamber's support of the 1111 Marina Boulevard item on the Agenda this <br />evening. <br /> <br />C. Walter Hirt, 716 Warden Avenue, addressed the City Council, indicating they <br />need to conform to Proposition 218 - any raises for employees should be put to a <br />vote of the people. He complained that he has not been able to get any City <br />Council Meeting Minutes and, additionally, further commented on taxation of the <br />people without representation. He concluded by expressing frustration with Flood <br />Insurance requirements. <br /> <br />5. CITY COUNCIL REPORTS <br /> <br />A Reports on Intergovernmental Agencies <br /> <br />1. The Mayor reported on a letter received from the Alameda County Waste <br />Management Authority (ACWMA) regarding the issue of designating the <br />Local Task Force. <br /> <br />There was City Council consensus to authorize the Mayor to send a letter of <br />support to the Alameda County Waste Management Authority for the <br />designation, pursuant to Option 4, as submitted. <br /> <br />B. Reports on City Council Committees <br /> <br />1. Finance Committee Meeting of February 23, 2000. Mayor Young reported <br />on the meeting highlights. <br />
