Minutes - City of San Leandro City Council and
San Leandro Redevelopment Agency Joint Meeting - March 20, 2000

Page 4

Resolution No. 2000-12, Resolution of the San Leandro Redevelopment
Agency of the City of San Leandro Approving a Disposition and Development
Agreement (DDA) Between the San Leandro Redevelopment Agency, Michael
Brooks, Leonard Bruno, and John Thomas Pereira for the Sale of Property
Located at 1948 Davis Street; Assessor's Parcel Number 077A-0675-017-00;
Plaza 2 Redevelopment Project Area; for the Construction of an Automotive
Service Center.

M1S/C Lothrop and Glaze. Ayes: 6; Noes: 0; Absent: Loeffler

5. PUBLIC COMMENTS

Public Comments are limited to 5 minutes per person, for a total time period of one
hour. When you address the City Council, you should fill out a speaker card and
submit it to the City Clerk so the order of speakers may be determined and an official
record of names and addresses obtained. The public is invited to make any comments
related to Agenda items, or other items of public interest, at this time.

A. Ann Hague, 1102 San Rafael Street, addressed the City Council and indicated
how much she enjoyed the Cesar Chavez festivities earlier in the Gallery Room and
complimented Council Member Lothrop for her efforts in promoting these
festivities. She also asked when the issue of the Downtown Plan will be returning
for City Council action.

B. Cheryl Clifford, Project Coordinator, Susanne Wong, Principal, San
Leandro Adult School, addressed the City Council regarding an upcoming
"Family University: Explore - Learn - Connect Program" on Saturday, March 25,
2000, from 9:00 a.m. to 2:30 p.m. at San Leandro High School and invited the
City Council and members of the community to participate.

D. Paul Vargas, 872 Portola Drive, addressed the City Council regarding the lack of
respect for law and order that is emanating from the City Council. He indicated
his opposition to the Police Department instituting racial profiling.

E. Candy Bennyi, 1300 EstudiUo Avenue, addressed the City Council regarding the
geological hazard abatement survey that was sent out to the hillside and
surrounding residents. She asked the City Council to define for her how they came
to define the boundaries indicated in the survey as a "slide area." She asked for the
criteria used to define these boundaries, which she feels now poses an issue of
disclosure for future buyers of any of these properties.

F. Tony Yacek, 1636 Daniel Drive, addressed the City Council, asking the same
question Ms. Bennyi posed. He questioned if a geological study was done when
the Bay-O- Vista subdivision was created. He also asked if all of the people
surveyed will get the results of the survey.
