Minutes - City of San Leandro City Council Meeting
April!7, 2000

Page 10

Council Member Loeftler also asked who is financing the publication of the
Business Journal, which is mailed by the San Leandro Chamber of Commerce.
Staff clarified that the City is funding that effort. Council Member Loeftler then
questioned the wording in the heading of the document, which indicates the
publication is serving San Leandro and San Lorenzo. He indicated if that is true,
perhaps the County should share in the cost of the publication. More information
will be provided after additional research.

C. Council Member Grant asked, and there was City Council consensus, that the
concept of Study Circles around diversity issues be reported by her to the Mayor's
Human Relations Council Meeting Agenda in May.

Council Member Grant also indicated she has met with residents, teachers, and
business leaders regarding the $3.6 million in funds available to San Leandro
schools through the State Democratic Funding Plan. She indicated letters to local
officials are being created and duplicated for residents to sign and forward to their
representatives, urging that the funds be made available to San Leandro schools.
She requested the City Council consider duplicating the letters that are being
requested to be signed and making them available at libraries, City Hall, etc., and
allowing City facilities to serve as a collection center for the letters.

After a brief discussion regarding the precedence this kind of facilitation would
create, the City Manager and City Attorney indicated they will get a response to
the City Council by next week as to whether this would be appropriate.

D. Council Member Lothrop commented that if San Leandro representatives in the
Assembly/Senate Districts are supportive of the issue, why aren't the letters being
directed more appropriately to the Appropriations Committee?

Council Member Grant indicated she will look into it.

9. CITY MANAGER'S REPORT AND COMMENTS

A The City Manager, at the request of staff, requested the City Council consider
adding to their Work Session list two topics -- the MacArthur Street-Scape Master
Plan and the Central BART Revitalization Plan.

Council Members unanimously responded they would like to see those issues
placed on the City Council Economic Development and Redevelopment
Committee Agenda for discussion and recommendations brought back to the full
City Council.
