Minutes - City of San Leandro City Council and
San Leandro Redevelopment Agency Joint Meeting - May 15, 2000

Page 8

The City Manager commented on a letter received by George W. Uri, Jr., owner of
321 Davis Street, regarding his property's inclusion in the proposed extension of
continuation of eminent domain. It was noted Mr. Uri respectfully requested
deletion of his property from the list of properties to be included. The City
Manager clarified that staff is not proposing to change the status of this particular
property, because it already has the power of eminent domain. Staff is just
suggesting those powers be continued into the next nine years in case there is a
need to do something with that property if it doesn't either become fully occupied
or the overall condition has not improved.

The following Resolutions were then introduced:

Resolution No. 2000-15, Resolution of the San Leandro Redevelopment
Agency of the City of San Leandro Approving the Report to the City Council
on the Proposed Merger of the Plaza 1 and Plaza 2 Redevelopment Project
Areas and Requesting a Joint Public Hearing. (1120/1313-B)

M/S/C Galvan and Loerner. Ayes: 7; Noes: 0

Resolution No. 2000-66, Resolution of the City Council of the City of San
Leandro Receiving the Report to the City Council of the Proposed Merger of
the Plaza 1 and Plaza 2 Redevelopment Project Areas and Consenting to a
Joint Public Hearing. (1120/1313-B)

M/S/C Galvan and Loerner. Ayes: 7; Noes: 0

This being the time and place for the Public Hearing on the above matter, the
Hearing was convened and opened to the public.

Tom Guarino, Executive Director of the San Leandro Chamber of
Commerce, addressed the Agency/Council, indicating the Chamber's support for
the Amendments. He also recognized Debbie Potter for her outreach and efforts
to work with the property owners.

There being no further comments from the public, the Public Hearing was closed.

The City Attorney noted staff had referenced a letter from the Department of
Toxic Substances Control (DTSC) which provided information that the Agency
already had. As a result of that letter, the Resolution approving the Negative
Declaration has been amended to include a "Whereas," which states"... one public
comment on the Negative Declaration was received from the Department of Toxic
Substances Control, such comment provided the Agency with additional
information regarding hazardous materials in the Plaza 2 Project Area, the Agency
was already aware of the hazardous materials specified in the comment, and issues
regarding hazardous materials will not be affected by the proposed merger."
