<br />Minutes - City of San Leandro City Council, <br />San Leandro Economic Development Agency, San Leandro <br />Housing Finance Corporation, San Leandro Industrial Development Authority, <br />San Leandro Parking Authority, San Leandro Public Financing Authority, and <br />San Leandro Redevelopment Agency Joint Meeting - June 19, 2000 <br /> <br />Page 9 <br /> <br />The City Manager commented on the proposed distribution formula regarding the <br />General Fund tax, interest, and other discretionary revenues. <br /> <br />Council Member Loeffler said he feels if there is an increase in funding revenues <br />something should be given back to the community. <br /> <br />Discussion ensued regarding the San Leandro Boulevard Median Upgrade Project <br />proposed within the CIP. A suggestion was made that the specific line item for <br />that improvement should be removed from the CIP and funding given to the Public <br />Works Services Department to create a means to provide maintenance of the <br />medians by City employees. <br /> <br />Public Works Services Director Bob Rockett addressed the City Council regarding <br />the lack of water connections and an explanation of the lack of funding to maintain <br />the medians by City staff <br /> <br />Further City Council discussion ensued regarding the contracting out of that <br />service versus having City staff maintain the medians. <br /> <br />Council Member Galvan expressed concerns with bringing this issue up at the 11th <br />hour and possibly putting the San Leandro Boulevard road improvements, which <br />are to enhance the Creekside project, at risk. He agrees the issue needs to be <br />explored but not at the expense ofthe Creekside project. <br /> <br />The City Attorney suggested the City Council move forward with approving the <br />budget this evening, making a change in the budget to remove $150,000 from the <br />CIP budget, and adding that amount to the Public Works Services Department's <br />General Fund budget for Landscape Maintenance. <br /> <br />A majority of the City Council was supportive of that approach. <br /> <br />Council Member Grant asked about the status of the Grant Writing position, and <br />the City Manager responded that he will provide a report to the City Council on <br />what has been done thus far and what is proposed to be done this upcoming year. <br /> <br />Council Member Galvan, prior to the vote on the budget, explained that a lot of <br />work has gone into this proposed budget; and he would like his objection noted <br />regarding the change in the CIP Budget as it relates to the contracting out of <br />landscaped medians versus bringing it in-house again. <br />
