Matter of Proposed Establishment of City of San Leandro Community Facilities District (CFD) NO.1 for the Cherrywood Project (provides for the formation of a specific Community Facilities District for the Cherrywood Project). C. Matter of Incurring Bonded Debt for City of San Leandro Community Facilities District (CFD) No. 1 for the Cherrywood Project (provides for incurring bond debt for a Community Facilities District for the Cherrywood Project for public infrastructure improvements). This being the time and place for the Public Hearings on the above matters, Tim Hansen, Finance Director, gave the staff report. The Hearing was then opened to the public. Tim Dineen, 236 West Broadmoor, addressed the City Council, indicating a compromise has been reached with Citation Homes regarding the sound wall. He stated his support for the CFD. Lou Filipovich, 15376 Laverne Drive, addressed the City Council in opposition to the CFD. He indicated the costs will be passed through to the property owner, which is unfair. Council Member Loeffler questioned the amount of community input regarding this matter and whether staff had checked with other communities about the use of Mello Roos Districts. Vice Mayor Glaze indicated there may be other communities that use Mello Roos Districts but not everyone likes it. He stressed the importance of disclosure of the Mello Roos District to potential buyers of the properties. Council Member Grant indicated she does not like being up against the wall with regard to the timing of this issue. Mayor Young encouraged Citation Homes to make sure clear disclosure of the Mello Roos District is made when selling the homes. There being no further comments from the public, and without opposition, the Public Hearing was closed.
