Matter of Proposed Establishment of City of San Leandro Community Facilities <br />District (CFD) NO.1 for the Cherrywood Project (provides for the formation of a <br />specific Community Facilities District for the Cherrywood Project). <br /> <br />C. Matter of Incurring Bonded Debt for City of San Leandro Community Facilities <br />District (CFD) No. 1 for the Cherrywood Project (provides for incurring bond <br />debt for a Community Facilities District for the Cherrywood Project for public <br />infrastructure improvements). <br /> <br />This being the time and place for the Public Hearings on the above matters, Tim <br />Hansen, Finance Director, gave the staff report. <br /> <br />The Hearing was then opened to the public. <br /> <br />Tim Dineen, 236 West Broadmoor, addressed the City Council, indicating a <br />compromise has been reached with Citation Homes regarding the sound wall. He <br />stated his support for the CFD. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council in opposition <br />to the CFD. He indicated the costs will be passed through to the property owner, <br />which is unfair. <br /> <br />Council Member Loeffler questioned the amount of community input regarding <br />this matter and whether staff had checked with other communities about the use of <br />Mello Roos Districts. <br /> <br />Vice Mayor Glaze indicated there may be other communities that use Mello Roos <br />Districts but not everyone likes it. He stressed the importance of disclosure of the <br />Mello Roos District to potential buyers of the properties. <br /> <br />Council Member Grant indicated she does not like being up against the wall with <br />regard to the timing of this issue. <br /> <br />Mayor Young encouraged Citation Homes to make sure clear disclosure of the <br />Mello Roos District is made when selling the homes. <br /> <br />There being no further comments from the public, and without opposition, the <br />Public Hearing was closed. <br />
