<br />Minutes - City of San Leandro City Council Meeting <br />November 6, 2000 <br /> <br />Page 5 <br /> <br />8. NEW BUSINESS <br /> <br />Items removed from the Consent Calendar: <br /> <br />7. G Resolution Requesting Application and Appropriation of Funds, Supplemental Law <br />Enforcement Services Fund (AB 3229) (provides for a grant of$166,414 to fund the <br />Drug Abuse Resistance Education Program [D.ARE.] in San Leandro Schools for <br />Fiscal Year 2000-2001). Removed from the Consent Calendar to New Business. <br /> <br />Council Member Loeffler commented on his previous requests to have a progress <br />report/analysis of the D.ARE. Program in the schools. He indicated that whether <br />the funding comes from the State or the Federal Government, there should be an <br />evaluation of the program. He questioned if the D.A.RE. Program is the most <br />effective model program for drug awareness in schools. He concluded by stating <br />that the question of whether this is a police issue or an education issue still needs to <br />be addressed. <br /> <br />Chief Kitchen responded to the difficulties in getting a measurable evaluation of the <br />program. The difficulty in having a control group that is not a part of the program is <br />what results in the stumbling block. It is hard to quantify what "didn't" happen. <br /> <br />Vice Mayor Glaze commented on the positive relationships between Officers and <br />students that have been realized but are difficult to measure. <br /> <br />The following Resolution was then introduced: <br /> <br />Resolution No. 2000-171, Resolution Requesting Application and <br />Appropriation of Funds, Supplemental Law Enforcement Services Fund (AB <br />3229) (provides for a grant of $166,414 to fund the Drug Abuse Resistance <br />Education Program [D.A.RE.] in San Leandro Schools for Fiscal Year 2000- <br />2001). (1841) <br /> <br />M/S/C Galvan and Glaze. Ayes: 5; Noes: Loerner; Absent: Lothrop <br /> <br />9. CITY COUNCIL COMMENTS <br /> <br />A. Vice Mayor Glaze wished all the candidates on the ballot in the November 7 <br />Election, as well as the Measures, good luck. He extended his hopes that the best <br />candidates and the best measures win. <br /> <br />B. Council Member Loeffler commented on a recent article in Western City Magazine <br />regarding "Preparing the Vulnerable Population for Emergencies," which was <br />written by Dan Lunsford, the City's Emergency Services Manager. He praised <br />Mr. Lunsford, indicating this is an example of leadership that the City is sharing <br />with the State. <br />
