CITY OF SAN LEANDRO

CITY COUNCIL AIRPORT COMMITTEE

May 4, 2007
9:00 a.m. - 10:30 a.m.

San Leandro City Hall
835 East 14tb Street
San Leandro, California
Sister Cities Gallery

HIGHLIGHTS

Committee Members: Mayor Santos, Councilmember Starosciak, Councilmember ProIa

City staff present:

John Jermanis, City Manager; Steve Hollister, Assistant City Manager;
Kathy Ornelas, Community Relations Representative; William Schock,
Chief Building Official

Public present:

Carla Kell-Smith, C. Kell-Smith and Associates; Mary Knuckles, C.
Kell-Smith and Associates; Wayne Bryant, Airport Noise Management
Office; John Manuel, South Field Group; Francois Gallo and Wafaa
Aborashed, North Field Group

The meeting was called to order at 9:02 a.m.

1. Update on Residential Noise Insulation Program

William Schock provided an update on the project. 77 homes are ready for the next installation
Phase. Staff will be coming to the City Council on May 7 requesting a change order to the
original contractor's agreement with G.B. Chen for these 77 homes. If the change order is
approved, materials will be ordered in the next few weeks. Construction could begin as early
as August.

The City Manager and Committee members discussed the process for advertising and holding a
lottery to bring in the remaining homes into the program (10 homes were insulated in the
introductory phase; 77 homes will be insulated in Phase 1; 22 homes are pre~qualified to
participate in Phase 2; which leaves 91 homes to be identified in the program.) The City
Manager recommended that the 77 homes in Phase 1 get underway. This will be self-
advertisement for the program in the neighborhoods and may likely generate more interest
from homeowners. (In addition, C. Kell-Smith and Associates will be putting construction
signs out at the homes to let neighbors know what is occurring.) After Phase 1 is underway, the
program can be re-advertised to the homes in the 56 CNEL contour, allowing rental properties
to be included. If there are not enough owner-occupied homes identified for the program,
rental properties could be considered. The Committee agreed with this recommendation.
