<br />Kathy Ornelas provided the Committee with a table showing the elements of the agreement <br />and addendums and their status. Committee Members had some clarifying questions. <br />Regarding the instrument landing system at the North Field, Wayne Bryant from the Noise <br />Office reported that the FAA has a new project manager on board who is meeting with the Port <br />this week. They expect funding to be available in the next federal Fiscal Year for construction <br />and installation. A public work shop on the Environmental Assessment should be held this <br />summer or early fall, in time for public comments on the Assessment. <br /> <br />Public Comments <br /> <br />Wafaa Aborashed commented on the importance of community participation in meetings and <br />studies. <br /> <br />4. Report from North Field and South Field Study Groups and Aviation Stakeholders <br />Advisory Committee <br /> <br />Kathy Ornelas gave a report on the most recent Study Group and Advisory Committee <br />meetings. The North Field and South Field Groups continue to review data about unusual <br />noise events and Airport Noise Management Office staff continues to follow-up with pilots <br />who are not in compliance with the airport's voluntary noise abatement policies. <br />Representatives from both San Leandro and Alameda expressed concerns to the Port that the <br />Noise Office is understaffed due to recent vacancies and that follow-ups with non-compliant <br />pilots have been slower. Councilmember Starosciak reported that, at the last joint meeting with <br />the Port's Aviation Committee, she also expressed the desire that the Port invest in the staffmg <br />of the Noise Office. <br /> <br />At the Aviation Stakeholders Advisory Committee, it was reported that the projects identified <br />in the Airport Development Plan are substantially complete, and those that remain such as the <br />roadway and curb-side improvements should be completed by the end ofthe year. <br /> <br />The Port is continuing to move forward with planning for construction of a third terminal at the <br />airport, as was identified in the Master Plan. This will, of course, trigger a full environmental <br />impact study. <br /> <br />Terminal 1, which was built in the 1960s, is in need of some renovations. All of the work will <br />be inside the terminal relating to passenger conveniences (i.e. restrooms, paging systems, <br />information displays), as well as infrastructure work on the power and gas supply systems. <br />The renovation will begin soon and should take 6-8 years to complete. <br /> <br />Mayor Santos asked the Port staff to update the printed summary history of the airport's <br />development that was published a few years ago. <br /> <br />Committee Recommendations <br /> <br />None <br /> <br />3 <br />
