Year-to-date UUT reflects an increase of 4% from electric and gas and 2% from cable and telephone
over the prior fiscal year, as projected. A recent IRS ruling regarding the collection of Federal Excise
Tax (FET) on long distance was issued, thereby reducing the City's FET tax base in which UUT
revenues are collected. Legal challenges are underway to determine whether the IRS ruling is
applicable to the City's Ordinance. A final appellate court decision could occur as early as 2008.

Month

Jut
Aug
Sep
Oct
Nav
Dee
6 mo. The current slowdown in the real estate market is evident as revenues have fallen $1.3 million or
29.6% from the prior year, as anticipated. California and national housing sector downturns are being
forecasted as not yet over with the expectation that both economies will continue to decelerate during
the first half of 2007 before leveling off. This revenue will continue to be monitored closely.

7
