Vice Mayor Grant requested <br />that tonight's meeting be adjourned in memory of David Vandiver. <br /> <br />Mayor Santos commented on the Council's lengthy discussion and adoption of Inclusionary <br />Zoning and the resulting number of affordable units that have been built. He suggested taking <br />a portion of a work session or Council meeting to have further discussion on the subject. <br />Regarding expansion of the notification radius, Mayor Santos noted that as a result of the <br />lengthy discussion on the topic, the practice of noticing homeowner associations as a courtesy <br />was established. <br /> <br />Councilmember Souza requested adjournment of the meeting in memory of David Vandiver. <br />She has been told by residents that the City is mandated to increase its affordable housing by <br />18,000 units, and she requested clarification. Councilmember Souza requested an update on <br />the development across from the Greenhouse Marketplace at Beatrice and Washington. She <br />reported that she attended the Lost Boat Memorial along with the Mayor, and the EMS <br />luncheon honoring emergency medical services personnel in the City. Councilmember Souza <br />reported that the attendance at the San Leandro Aquatic Center on Sunday was 400 people, <br />while its capacity is 250. She commented that the staff at the Aquatic Center is doing a <br />wonderful job. Councilmember Souza reported that she spoke to the govemmentclass. at <br />Redwood Christian School. She noted some "missing links" in the communication between <br />the City and residents, and she would like to work on improving communication and outreach <br />to the community. <br /> <br />Councilmember Starosciak commented on the Joker Bar property and the need for the <br />property owner to apply for a demolition permit. Her daughter had a birthday party this <br />weekend at the Aquatic Center, and she described the accommodations and logistics for <br />holding parties there. While there, Councilmember Starosciak met the new park ranger at <br />Washington Manor Park. She commented that she attended the retirement celebration for San <br />Lorenzo School District Superintendent Arnie Glassberg, and she indicated that the new <br />Superintendent will be announced this week. Councilmember Starosciak reported that she <br />and Councilmember Stephens had the [mal meeting of the Fire Services Ad Hoc Committee <br />and will be reporting their findings at the next meeting. <br /> <br />Councilmember Stephens commended Finance Director Jesse Baloca for the improvement of <br />the City's Standard & Poor's credit rating. Councilmember Stephens stated that he is looking <br />forward to his affordable housing discussion with Vice Mayor Grant. <br /> <br />Councilmember ProIa echoed Councilmember Souza's remarks regarding communication, <br />and indicated that he has heard similar comments from his constituents. <br /> <br />Mayor Santos commented on the efforts made by the City to improve communication and <br />outreach to the community. He commented on the economic forecast session he attended <br />with Councilmember Gregory and staff. Mayor Santos expressed appreciation to Hanson <br />Hom for the superb job he has done for the City. He commented on East Bay Municipal <br />Utility District's recommendation for a 15% reduction in water use. Mayor Santos <br />commented on the tour of East Bay Dischargers Authority facilities and the terrible odor at <br />
