<br />DRAFf MINUTES Page 6 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-May 21, 2007 <br /> <br />commented that as a result of changes to the project, the 1,088 square foot portion of the <br />public right-of-way was deemed unusable for the City's purposes. Engineering and <br />Transportation Director Uche Udemezue described the process for abandoning the <br />City's use of the property for roadway purposes and returning the right of ownership to <br />the underlying fee interest. Mr. Udemezue stated that the City has made the <br />determination that the property will never be needed for roadway purposes. <br /> <br />Councilmember Souza asked if the plans presented at the last meeting included use of <br />this property. Mr. Jermanis indicated that the development proposal contemplated that <br />the property would not be used for roadway purposes and would be able to be <br />abandoned. <br /> <br />A motion was made by Councilmember Stephens, seconded by Councilmember <br />Starosciak, to adopt the resolution. <br /> <br />Vice Mayor Grant commented that she would be casting a "no" vote, and wanted the <br />record to show that the vote was based on consistency with her vote on the 311 <br />MacArthur project. Vice Mayor Grant stated that she would like this to be an <br />opportunity to make the project less dense. <br /> <br />Councilmember Stephens commented that the project could be made less dense by <br />eliminating the affordable housing requirement. Vice Mayor Grant offered to discuss <br />with Councilmember Stephens at a later date ways the project could still work with <br />affordable housing and lower density. <br /> <br />MfS/C Stephens and Starosciak. Ordinance No. 2007-009, an Ordinance Zoning Certain Property Herein Described as <br />to Rezoning District and Amending Zoning Map, PLN2006-00104, 311-335 MacArthur <br />Boulevard, Assessor's Parcel Numbers 76-311-1-1, 76-311-1-3, 76-311-3, 76-311-4, <br />and 76.311- 5 [reclassifies subj ect property from CC Commercial Community District to <br />CC(PD) Commercial Community, Planned Development Overlay District and from RS <br />Residential Single-Family District to RS(PD) Residential Single-Family, Planned <br />Development Overlay District]. (1024/1099) <br /> <br />Councilmember Starosciak stated that she felt the developer did a terrible job of <br />contacting and working with the neighbors, and that the City expects a higher standard <br />for working with the community to address their concerns and interests. <br /> <br />Councilmember ProIa commented that he has not yet seen the affordable housing <br />information that was promised at the last meeting.
