<br />FRALS Agreement and Related LOU <br /> <br />2 <br /> <br />May 30, 2007 <br /> <br />County's transport contract and the FRALS Agreement with various fire and emergency service <br />providers located within Alameda County being the cornerstones of their new system. <br /> <br />Terms of the Aereement <br />. With the execution of this agreement, fire department will receIve reimbursement for <br />providing first responder units to the system. <br />. The reimbursement will range from $37,000 for FY 2004-05 to $41,431 in FY 2008-09 per <br />year for each of the City's seven (7) authorized (FRALS) units (5 engines and 2 ladder <br />trucks). <br />. To qualify as a FRALS unit, an Engine Company and/or Truck Company must be staffed <br />with a paramedic 24 hours/day, 365 days/year. <br />. Under the terms of the agreement there are also response time requirements as well as <br />paramedic training and quality improvement standards which must be met to qualify for <br />reimbursement. <br />. The LOU is necessary to clarify or avoid several potential discrepancies between the City's <br />current Fire and Emergency Response Services Agreement in which such services are <br />provided by the Alameda County Fire Department (ACFD) and the ALS First Responder <br />Agreement. <br />o The LOU provides that ACFD will satisfy the City's obligation under the First <br />Responder Agreement generally, as well as its specific staffing and record-keeping <br />requirements. <br />o Further, it provides that ACFD will continue to adhere to the response-time <br />requirements established in the City's contract for Fire and Emergency Response <br />Services, while also ensuring that the City satisfies its response-time obligations under <br />the First Responder Agreement. <br /> <br />Payment Terms <br />Due to administration oversight by both the County and the City, the City did not receive the <br />annual payments from the previous January 2000 through June 2004 contract until 2007. The <br />one-time prior year revenue of approximately $1.032 million was used to replenish the fire <br />capital replacement reserves, which had been depleted in an effort of maintaining seven engine <br />companies during past budget cycles. The new FRALS Agreement will acknowledge that the <br />City has continued to provide the mentioned services since July 1, 2004, after expiration of the <br />previous Agreement, resulting in a single true-up payment to the City of $800,543 and bring the <br />Agreement to current date (FRALS Agreement - Exhibit B). <br /> <br />CONCLUSION <br /> <br />The FRALS Agreement represents a service enhancement to the City, will contribute to the <br />ongoing advancement of EMS within the City, and will entitle the City to the subsidy made <br />available by the County's Agreement with AMR for transport services by providing an <br />additional revenue source through June 30, 2009. <br /> <br />CITY COUNCIL COMMITTEE REVIEW AND ACTION <br />N/A <br />
