<br />Draft Living Wage Ordinance <br /> <br />3 <br /> <br />May 30, 2007 <br /> <br />In addition, the Alameda County Central Labor Council and EBASE attended various Finance <br />Committee meetings and presented a draft ordinance (attached). As requested by the committee, <br />staff met with and incorporated several of these groups' recommendations. Staff has not <br />incorporated the $14.00/hour living wage rate, nor the more expansive monitoring, investigation <br />enforcement and labor/worker rights provisions advocated by these groups. These labor group <br />sections include prevailing wage for janitorial employees, notification of earned income credit, <br />worker retention for 90 days, non-retaliation (only nine months, no discipline without just cause <br />provision), access to facilities for enforcement purposes (as applies to labor organizations), civil <br />penalties, and responsible contracting. <br /> <br />The City Attorney has also reviewed the City's Draft Ordinance. The City Attorney, along with <br />the principal staff involved in this process - the Finance Director Jesse Baloca, Purchasing <br />Officer Don Brockman, and myself - will be present to answer Council questions. <br /> <br />RECOMMENDATION <br /> <br />That the City Council discuss and provide direction on the Living Wage Ordinance and direct <br />that the Ordinance be brought back for City Council consideration and adoption. <br />
