Information <br />regarding the status of current negotiations, as well as a copy of Appendix D to the <br />Memorandum of Understanding between AICo Fire and the City, were distributed and is <br />included in Exhibit 3. Appendix D addresses the provision for dispute resolution and <br />includes the formula followed and cities used for the salary comparison study. <br /> <br />County Oversight - To better understand the role of Alameda County in overseeing AICo <br />Fire, the County Administrator provided a written response to questions posed by the City. <br />The County Administrator clarified that AICo Fire's budget is reviewed and monitored by <br />the County Administrator's office like any other County agency or department. The County <br />follows a similar process to the City: mid-year budget adjustments are reviewed, and if <br />necessary, submitted to the Board of Supervisors for approval. Additionally, the County's <br />Human Resources Director is responsible for labor negotiations and works closely with the <br />County Administrator and the Board of Supervisors during the negotiation process. <br /> <br />To shed additional light on how AICo Fire works with the County, a County organizational <br />overview and details regarding the annual and quarterly budget process, day-to-day <br />operational process, and annual evaluations and reports was distributed for Fire Committee <br />reVIew. <br /> <br />Cooperation - The Fire Committee then reviewed a list of changes that had been <br />implemented or were in the process of being implemented to facilitate cooperation and <br />communication between AICo Fire and the City of San Leandro. The changes follow: <br />· The Fire Chief attends City Department Head meetings and City Council meetings. <br />· City participated in the recent recruitment of two key AICo Fire management <br />positions. <br />· Reports on the financial status of AICo Fire are brought to the Finance Committee for <br />review on a quarterly basis. <br />
