Coordination will include co-location of operations. <br />. City and AICo Fire will work cooperatively on a legislative initiative regarding Fire <br />Training Reimbursement through insurance companies. <br />. A Joint Budget Workshop with San Leandro and Dublin City Managers, Lawrence <br />Berkeley Labs and the County Administrator was held in March 2007. <br />. Purchase, training and distribution of automatic external defibrillators for City <br />facilities. <br />. Fire Chief identified First Responder Advanced Life Support (FRALS) funding owed <br />to the City and facilitated meetings between County EMS and the City. Back <br />payments of $1.7m to be received. Annual payments of $250k in future years <br />anticipated. <br /> <br />Direction - The Fire Committee shared concerns regarding financial controls and requested <br />information at their next meeting. The Committee also recommended that a procedure be put <br />in place to ensure that an in-depth comparison study is performed on a regular basis, such as <br />every two or three years, to ensure costs are reasonable. <br /> <br />March 27. 2007 <br /> <br />The agenda and select information distributed at or prior to the meeting are attached as Exhibit 4. <br /> <br />Internal Controls - A review of A1Co Fire's internal control processes was conducted to <br />determine the steps in place to prevent the risk of fraud and the process for reporting and <br />investigating potential risk claims. Cash flow and reconciliation, purchasing, independent <br />oversight, department training, and investigations and whistleblower protection were <br />researched and reviewed with the Fire Committee. <br /> <br />FY 2007-08 Preliminary Fire Budget - AICo Fire projects a 3.6% increase in their overall <br />budget, excluding capital equipment replacement. San Leandro's share of the 3.6% increase <br />would equate to approximately $550,000. The costs for the needed ladder truck and the <br />defibrillators for City facilities are not included in this estimate. <br /> <br />Discussion of Consolidation - The Committee discussed the consolidation of Union City <br />and Fremont's Fire Departments in the mid 1990's. When the two cities combined, the <br />Fremont Fire Chief became chief and the employees became employees of Fremont. Due to <br />concerns regarding cost allocation, the City of Union City took back fire services a few years <br />later. It was determined that the City of San Leandro's situation is different. A1Co Fire's <br />recent proposal to the City of Berkeley for Fire Services at a cost savings of $500k was also <br />discussed. <br />
