<br />. <br /> <br />APPENDIX A <br /> <br />Petition Criteria <br /> <br />1. 67 percent (67%) of the street residents and property owners with front or side yards on the street shall approve <br />of the installation( s). <br />2. The speed hump shall be approved by the owner of each property that lay within the extended limits of the <br />speed hump. <br /> <br />Speed Hump Procedure <br /> <br />The following procedures shall be followed for any speed hump(s) request: <br /> <br />1. The neighborhood must be prioritized through the Traffic Calming Program process. If the neighborhood meets <br />all of the criteria for speed humps only and is selected based on the Traffic Calming Priority List, then steps 2 <br />through 4 would apply. <br />2. Based on the location criteria, the City will develop a draft plan for the speed hump location(s). <br />3. The City will mail a ballot to obtain neighborhood approval of the plan. A ballot will be mailed to each <br />resident. If the resident is not the property owner, a ballot will be mailed to both the property owner and the <br />resident with each receiving an equal vote. A positive response from 67% of the returned ballots from the <br />property owners and residents with front yard or side yard frontage on the treated roadway is required. A <br />minimum of 50% of the ballots must be returned. The ballot form will include the locations of the measures <br />and the advantages and disadvantages of the speed hump plan. Approval from 100% of the property owners <br />within 75 feet of the proposed speed hump location(s) is required. <br />4. The speed hump(s) will be installed in conjunction with another larger City project, such as a street resurfacing <br />project or construction of a traffic calming project. <br /> <br />Removal Procedure <br /> <br />The following outlines the procedures required to request the removal of any speed hump(s): <br /> <br />1. The requester shall circulate a petition to obtain 67% consensus of the residents on the roadway with the speed <br />hump(s) and submit them to the Engineering and Transportation Department. <br />2. The speed hump(s) shall have been installed for at least 12 months before any petition is considered. <br />3. City staff will present a report and recommendations to the Planning Commission for final approval or <br />disapproval of the speed hump(s) removal. <br />4.
