<br />. . < ~ I <br /> <br />.f <br /> <br />may approve the changes administratively or may refer any major changes back to <br />the Board of Zoning Adjustments. <br /> <br />II. REQUIRED REPORTS AND PLANS <br /> <br />A. Prior to issuance of building permits, applicant shall submit property evaluation <br />reports detailing the structural conditions, useful life and any apparent deferred <br />maintenance on the property which may include, but is not limited to, foundations, <br />electricity, plumbing, utilities, walls, ceilings, windows, frames, fire protection, <br />and drainage facilities. Such report shall also describe the condition of refuse <br />disposal facilities, fountains, stone and brickwork, and exterior lighting. Said <br />reports shall be reviewed and approved by the Zoning Enforcement Official. <br />Required improvements shall be completed with approved Building Permits prior <br />to issuance of a Final Map. <br /> <br />B. Prior to issuance of a Final Map, a Master Sign Program (including building <br />identification and directional signage) shall be submitted for review and approval <br />by the ZEO or Community Development Director. <br /> <br />C. Prior to issuance of a Final Map, plans for improvements to the public areas on the <br />site shall be submitted to the Building Division. Said improvements shall comply <br />with current Energy and Accessibility requirements of the California Building <br />Standards Code. <br /> <br />D. Prior to approval of Final Map, the developer shall submit final landscape and <br />irrigation plans for the review and approval of the Community Development <br />Director. The plans shall include such details as, 1) tree size, species and location; <br />2) shrubs and groundcovers; 3) installation specifications; 4) irrigation details; 5) <br />water conservation techniques; and 6) maintenance programs. To reduce on~site <br />water consumption and reduce the energy required for the pumping and <br />distribution of water, drought~resistant native species shall be used for site <br />landscaping where possible. All trees planted on the property or within the City <br />right~of-way shall have a minimum canopy height of eight feet above walkways <br />and fourteen feet above any roadway. The locations, species and sizes shall also <br />be subject to the review and approval of the Community Development Director. <br /> <br />E. Prior to issuance of a Final Map, a color and materials board shall be submitted for <br />review and approval by the Community Development Director. <br /> <br />F. Prior to issuance of a Final Map, Covenants, Conditions, and Restrictions <br />(CC&Rs) shall be submitted for the review and approval of the Community <br />Development Department. Said CC&Rs shall include provision for the <br />maintenance of the building exterior, landscape areas, and provision of trash and <br />recycling service and enclosures thereof. Said CCRs shall also include a <br />transportation demand management (TDM) program for all future occupants of <br />the building, to be administered by the Property Owners Association (POA).
