DRAFT MINUTES Page 8
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-June 4, 2007

A. Ordinance No. 2007-016, an Ordinance Amending Title 3, Chapter 11, Section 3-11-
105 of the San Leandro Municipal Code Relating to Fireworks (adopts an urgency
ordinance to expand the Police Department's scope of enforcement concerning illegal
fireworks). (2449)

Mr. Jermanis provided background on the matter and reported that the Public Works
Department has posted signs informing the public that the use of fireworks in San
Leandro is illegal. Mr. Jermanis indicated that the proposed ordinance would allow the
Police to cite the property owner for fireworks used on private property. By adopting it
as an urgency ordinance, its provisions would take effect immediately and allow Police
Officers to enforce its provisions during the upcoming July 4th holiday.

Mayor Santos commented that this change would give the fireworks ordinance more
"teeth," and we should ensure that the community is made aware of what changes to
expect this July 4th holiday. Mr. Jermanis commented that the Police Chief will be
writing an article for the San Leandro Times.

Councilmember Souza suggested that the homeowners associations be notified so that
they could include the information in their newsletters.

Public comments on Item 1O.A.:

Darlene Evans, San Leandro resident, addressed the City Council, inquiring about the
enforcement of the ordinance on owners of rental properties and the amount of the fine.
Ms. Evans suggested modifications to the ordinance for rental properties.

End of Public Comments on Item IO.A.

- Passed to Print and Adopted

M/S/C Proia and Stephens. Ayes: 7; Noes: 0

B. Discussion and Direction Regarding the Draft Living Wage Ordinance (reviews and
provides direction on a Living Wage Ordinance).

Vice Mayor Grant, Chair of the City Council Finance Committee, provided a report on
the Committee's discussion regarding the draft living wage ordinance and the many
issues and factors it considered. Some suggested language was submitted by the
Alameda County Central Labor Council (CLC) for consideration, and the Committee
asked staff to meet with the CLC before presenting the draft ordinance to the full City
Council for discussion and direction.

Mr. Jermanis commented that as a Councilmember, Mayor Santos brought up the
subject of a living wage ordinance over a year ago. Mr. Jermanis noted that many cities
in Alameda County have adopted living wage ordinances. A task force comprised of
City staff has reviewed ordinances from other cities as well as information from the
East Bay Alliance for a Sustainable Economy (EBASE) and the CLC and have
