Ordinance No. 2007-016, an Ordinance Amending Title 3, Chapter 11, Section 3-11- <br />105 of the San Leandro Municipal Code Relating to Fireworks (adopts an urgency <br />ordinance to expand the Police Department's scope of enforcement concerning illegal <br />fireworks). (2449) <br /> <br />Mr. Jermanis provided background on the matter and reported that the Public Works <br />Department has posted signs informing the public that the use of fireworks in San <br />Leandro is illegal. Mr. Jermanis indicated that the proposed ordinance would allow the <br />Police to cite the property owner for fireworks used on private property. By adopting it <br />as an urgency ordinance, its provisions would take effect immediately and allow Police <br />Officers to enforce its provisions during the upcoming July 4th holiday. <br /> <br />Mayor Santos commented that this change would give the fireworks ordinance more <br />"teeth," and we should ensure that the community is made aware of what changes to <br />expect this July 4th holiday. Mr. Jermanis commented that the Police Chief will be <br />writing an article for the San Leandro Times. <br /> <br />Councilmember Souza suggested that the homeowners associations be notified so that <br />they could include the information in their newsletters. <br /> <br />Public comments on Item 1O.A.: <br /> <br />Darlene Evans, San Leandro resident, addressed the City Council, inquiring about the <br />enforcement of the ordinance on owners of rental properties and the amount of the fine. <br />Ms. Evans suggested modifications to the ordinance for rental properties. <br /> <br />End of Public Comments on Item IO.A. <br /> <br />- Passed to Print and Adopted <br /> <br />M/S/C Proia and Stephens. Discussion and Direction Regarding the Draft Living Wage Ordinance (reviews and <br />provides direction on a Living Wage Ordinance). <br /> <br />Vice Mayor Grant, Chair of the City Council Finance Committee, provided a report on <br />the Committee's discussion regarding the draft living wage ordinance and the many <br />issues and factors it considered. Some suggested language was submitted by the <br />Alameda County Central Labor Council (CLC) for consideration, and the Committee <br />asked staff to meet with the CLC before presenting the draft ordinance to the full City <br />Council for discussion and direction. <br /> <br />Mr. Jermanis commented that as a Councilmember, Mayor Santos brought up the <br />subject of a living wage ordinance over a year ago. Mr. Jermanis noted that many cities <br />in Alameda County have adopted living wage ordinances. A task force comprised of <br />City staff has reviewed ordinances from other cities as well as information from the <br />East Bay Alliance for a Sustainable Economy (EBASE) and the CLC and have <br />
