Alameda County Transportation Improvement Authority
Special Transportation for Seniors and People with Disabilities

. Riders continue to express concern that they cannot always get the ride that they
request on the Curb-to-Curb (CTC) portion of the service. Last year the CTC service
started to hit capacity. To address this problem in 2006-07 we increased efforts to
provide travel training and added two shuttle stops. As a result, there has been a
significant drop in ride denial.
. In 2007 -08 we plan to expand our travel training efforts to educate riders how to
successfully use the FLEX service and about other transportation options.
. We will investigate the feasibility of adding a shuttle stop at or near Bancroft and
Dutton A venue. The need for a shuttle stop at this location was identified through the
public input process. Adding shuttle stops frees up space on the reservation based
service because riders can take the shuttle instead.
. During the public workshops we also learned that some riders have difficulty using
the telephone to make a reservation because they do not have a touch tone phone,
have vision problems, etc. To address this problem, we will partner with the
California Telephone Access Program to provide information about specialized
telephone equipment and services to people who have difficulty hearing, seeing,
moving, speaking or remembering.
Cleanliness of vehicle and comfort of ride -
. The vehicles that we are currently using are approximately 7 years old. Although
they are clean and in good working order, they are getting worn. In the next couple
of months, the City will be issuing an RFP for transportation service and will include
newer vehicles in the specifications.

FY 2007-08 Rider Estimates:
. 1350 Registered Riders
. 135 Unduplicated Riders - Curb-to-Curb Service
. The number of unduplicated riders on the Shuttle Service is not measured.

21. COORDINATION

Describe how services will be coordinated with other Measure B paratransit services and/or
mandated ADA paratransit services so that trips can be made throughout Alameda County.
Examples of coordination may include (but are not limited to) reciprocal fare agreements,
reciprocal agreements to provide trips into adjoining areas, arrangements for clients to ride
on other systems, and transfer arrangements. Attach copies of agreements or memoranda of
understanding for coordination.

Response:

. FLEX compliments other area transit services in the following ways:
o -Positive demand management strategy to free up space on EBP.
o -FLEX serves as a feeder for seniors and people with disabilities to access
BART and AC Transit.
. The City of San Leandro participes in the Paratransit Technical Advisory Committee,
the universal application procedure and participated in the Joint Central and South

G:\Oliver\Paratransit\FY 2007-08\MB Annual Program Application Cover FY0708.doc
Page 10 of 18
