Sims, Interim Communityl~ <br />Development Director ~ <br /> <br />BY: <br /> <br />Ryan Evans, Development Planner f'V\JL.- <br /> <br />SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR A <br />TRANSPORTATION FUND FOR CLEAN AIR (TFCA) REGIONAL GRANT FOR A BART <br />TO WEST SAN LEANDRO SHUTTLE SERVICE IN AN AMOUNT NOT TO EXCEED <br />$100,000 <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />The Bay Area Air Quality Management District (Air District) distributes Transportation Fund for <br />Clean Air (TFCA) funds to public agencies for projects that reduce air pollution from motor <br />vehicles. The grants may be used to fund the operating costs for employee shuttles that link <br />major transit systems such as BART to major employment areas, reducing the number of <br />commuter vehicles on local streets and the regional freeway system. <br /> <br />It is recommended that the City Council adopt a resolution authorizing the City Manager to <br />apply for a TFCA grant in an amount not to exceed $100,000 for continued operation of the San <br />Leandro LINKS shuttle service between BART and the West San Leandro industrial area for the <br />period from January 1,2008 to December 31, 2008. <br /> <br />BACKGROUND <br /> <br />Analysis <br />In 2001, the San Leandro Transportation Management Organization ("SL TMO") was created to <br />operate the shuttle program. The shuttle service, known as the San Leandro LINKS, provides <br />free shuttle service from the San Leandro Main BART station to employers in the West San <br />Leandro industrial area as well as the Davis Street Family Resource Center. In 2001, 2003, 2004 <br />and 2005 the City applied for, and was a successful recipient of, TFCA grants of $147,000, <br />$56,084, $67,838 and $57,770 respectively from the Air District for operation of the LINKS <br />shuttle program in San Leandro. In 2006, the City applied for TFCA grant funding but was not <br />awarded a grant. The grant received in 2001 provided operating funds for the inaugural 2 year <br />pilot program of the shuttle service and the 2003, 2004 and 2005 grants provided partial funding <br />for continued operations using CNG (compressed natural gas) vehicles. The LINKS shuttle has <br />proved to be a highly successful program, showing a steady increase in ridership during its four <br />years of operation. <br />
