<br />City Council/San Leandro Unified School District Liaison Committee <br />May 31, 2007 Meeting Highlights <br /> <br />Present: Board Vice Chair Stephen Cassidy, Board Member Hague, Board Member <br />Perry, Mayor Santos, Vice Mayor Grant, Councilmember Gregory, Superintendent Lim, <br />City Manager Jermanis, Assistant City Manager Hollister, Recreation & Human Services <br />Director Knudtson. <br /> <br />1. Update on Measure B Oversight Committee and Conceptual Design Teams Arts <br />and Education Center <br />Judith Cameron, Director of Curriculum and Instruction, reviewed a power point <br />presentation on the Arts and Education Center conceptual design team. A copy of the <br />presentation is attached. A major consideration for the committee is the possibility of <br />expanding the seating capacity from 450 to 600 seats. The cost difference for this <br />increase in seating is approximately $10 million. The District hopes that grants will <br />cover 50% of these costs. Director Knudtson briefly reported on a survey of <br />recreation departments that indicated that City subsidies for joint-use performing arts <br />theatres run $200 to $700,000 per year. City Manager Jermanis indicated that the <br />City had no funds to contribute towards the increased seating capacity. Committee <br />members discussed various scenarios and the public's expectation of the bonds for a <br />450 seat performing arts center. The committee asked that future updates on Measure <br />B Design Teams include a calendar of the presentations and projected construction <br />timelines. <br /> <br />2. Discussion Regarding Truancy Ordinance <br />.Police Chief Dale Attarian reported that the police department has arrested over 100 <br />school~aged juveniles during school hours between September and April. He has <br />reviewed the Fremont truancy ordinance and discussed with the Attendance Clerk, <br />School Resource Officers and Juvenile Officers the implementation of this "daylight <br />curfew" ordinance. He believes that implementation, including confirmation of the <br />students' attendance status, will be relatively easy. The ordinance would allow the <br />officers to cite the juvenile, and require that the juvenile and a parent go to juvenile <br />court in Hayward and pay a fme ($75.00) or otherwise resolve the case. Committee <br />consensus that the Council pursue adoption of a truancy ordinance for <br />implementation prior to the beginning of the school year. <br /> <br />3. Discussion Regarding CitylDistrict Shape-Up San Leandro Program to Promote <br />Healthy Children <br />Councilmember Gregory gave a brief overview of the program which is modeled on <br />Somersville, Massachusetts (article attached). He and Board Member Katz have been <br />discussing this program with Supervisor Lai-Bitker, who also supports the program. <br />Recreation Director Knudtson stated that many of the nutritional and physical activity <br />aspects of the program are already instituted in City recreation and after-school <br />programs. Board Member Perry mentioned the school had a wellness policy which <br />included greater P.E. and healthier foods. <br />
