<br />2. Update on Eden Housing Inc.'s Affordable Senior Housing Proposal at 2121 East 14th <br />Street <br /> <br />Assistant City Manager Hollister introduced Housing Manager Liao and Planner Barros who <br />gave an update on Eden Housing Inc.'s (Eden) proposed development at 2121 E. 14th Street. <br />Planner Barros reviewed the site lay-out and shared that in response to Board of Zoning <br />Adjustment's concerns regarding parking and access to the upper corridors, a second elevator <br />has been added to the building. Additionally, Eden will evaluate parking needs after the <br />housing development has been operational for six months and will add parking, if needed. The <br />additional parking will need to replace desirable landscaping. Housing Manager Liao reported <br />that projected costs have increased from $16.5 million to $18 million due to design <br />beautification, the addition of an elevator and a requirement to treat storm water on site. The <br />City's subsidy should remain below $4 million. In order to fund the project, Eden will be <br />applying for more HUD 202 grant funding and 4% tax credits. Time is built into the project <br />for three HUD 202 grant cycles and if a grant is not awarded, Eden may apply for 9% tax <br />credits. <br /> <br />The City approval schedule for the project follows: <br />June 21, 2007 Board of Zoning Adjustment <br />July 9,2007 Council work session <br />July 16, 2007 Council for funding approval <br /> <br />3. Proposed Revisions to the Commercial Fa.;ade Improvement Program <br /> <br />Planner Ricard reported that funding for a facade improvement program is included in the FY <br />2007-08 budget - $200,000 in both the West San LeandroIMacArthur Boulevard Area and <br />the Joint Project Area budgets, and $50,000 in the Plaza Project Area budget. The program <br />includes two elements: 1) reinstatement of the Commercial Rehabilitation Program (CRP) <br />which has not been funded since 2002, and 2) introduction of a new Awning Sign and Paint <br />(ASAP) program. The CRP is a $50,000 matching grant to fund larger improvements, while <br />the ASAP is a $10,000 matching grant to fund awning and paint projects. The goal of the <br />programs is to encourage building fayade improvement projects which improve the <br />appearance of the project area. <br /> <br />4. Overview of Pending Development Applications <br /> <br />Interim Community Development Director Sims reporting on the following applications: <br /> <br />. Mini-storage at 14340 Washington Avenue. Zoning approval of the proposed <br />project which was approved over 18 months ago has expired. Mr. Landis, the owner, <br />resubmitted applications and requested an extension. The request for an extension <br />will be heard at the Planning Commission tonight. An extension will require City <br />Council approval as well. The Committee agreed that the site needs to be cleaned up <br />prior to consideration of an extension. <br /> <br />2 <br />
