2007. City Manager Jermanis clarified that the City does not plan to close the harbor next
month. Mr. Fernandez further stated that an honor system for the boat launch ramp works.

Harold Perez shared that he likes the open space, questioned the City's ability to fund
projects such as the TOD and Spartina but not the harbor, and stated that the bay is
contaminated.

Audry Alpers wondered why the costs presented continue to increase and questioned why
capital costs are included in this year's budget.

Mayor Santos shared that he spoke with the City's lobbyist in Washington, D.C. who
indicated that no decision has been made on dredging funds, and cautioned him that it is
unlikely that funding will be found.

R. Ronco requested the lease amount the City received from the former Blue Dophin
restaurant. He further stated that the notes from the meeting inaccurately represent that the
majority of people at the Town Hall meeting supported housing, and wanted to know why
continued subsidization of harbor operations was not a Council priority.

Bo Johanson shared that the Town Hall meeting was a failure due to ambient noise, that
diesel is less expensive than regular gas, that a commercial venture is needed at the harbor,
and requested that the name not be changed as people are confused enough. He further
shared that the dredging could be done for $1.7 - $2 million and that the bathrooms could be
replaced for $40k.

6. Committee Member Comments:

Councilmember Starosciak requested staff share information on funding for the Spartina
project. Public Works Director Bakaldin reported that the City received a $49k grant last
year and a $1 Oak grant this year for the work.

Councilmember ProIa shared that he also believes the name of the Committee needs to be
changed, but said he's not confident "Shoreline" is the solution. He reported that the next
meeting is scheduled for July 10.

Mayor Santos shared that he sat on the Shoreline Committee from 1984 - 1992.

7. Adjourn: The meeting adjourned at 11 :00 a.m.

G:\DEPT\Committees\Marina Committee\6-12-07\6-12-07 Marina Highlights.doc
3
