<br />The Committee agreed that they'd like to hold a second Town Hall meeting on July 19, 2007 <br />at the Marina Community Center to be followed up by a Council work session on Monday, <br />July 30,2007. <br /> <br />3. Input from the May 24, 2007 Community Town Hall Meeting <br /> <br />Assistant City Manager Hollister reported that the Town Hall meeting was well attended and <br />introduced Assistant to the City Manager Battenberg who reported that an estimated 150 <br />members from the public attended the meeting. Approximately half were from the marina <br />area, while the other half lived throughout the City, and approximately 15 attendees were <br />from Castro Valley, Hayward and Oakland. Following a presentation on the Marina by City <br />staff, the public broke into six facilitated groups to discuss issues and then shared their ideas. <br />Input on how to manage the $2.4 million harbor operations shortfall, included: increase <br />berthing fees, charge a boat launch fee, close the harbor, implement an assessment, charge <br />for parking and charge EBDA. The types of amenities and uses people indicated they would <br />like to see at the Marina Shoreline Area included: restaurants and hotels, a range of no <br />housing to selling land for housing, ferry service, events, water activities, shopping, cultural <br />and educational activities as well as tourist uses, wetlands and mixed use development. <br /> <br />The Committee discussed the possibility of creating an assessment and City Manager <br />Jennanis introduced the idea of selling hotel and restaurant pads while maintaining <br />ownership of the surrounding land. Councilmember Starosciak shared her view that the <br />Town Hall meeting was well attended and very successful. Councilmember ProIa shared his <br />concem that we take into account projections that the bay water level is projected to rise in <br />the future. <br /> <br />4. Discussion Regarding Spinnaker Yacht Club Request for Lease Extension <br /> <br />City Manager J ennanis explained that the Spinnaker Yacht Club approached him with a <br />request for a five year lease extension in order to amortize $15,000 in needed repairs. The <br />Spinnaker Yacht Club entered into a ground lease with the City in 1971, which is scheduled <br />to expire on December 31, 2010. The yacht club owns the building and leases the land. <br /> <br />Committee Recommendation: <br />The Committee recommended approval of a five year extension of the Spinnaker Yacht Club <br />lease until December 31,2015. <br /> <br />5. Public Comments <br /> <br />Diana Gentry, CEO of the Chamber of Commerce, stated that the Chamber has not taken a <br />position on harbor operations. <br /> <br />Al Fernandez expressed his concern in hearing that a group tried to obtain a permit for a <br />halibut derby from the City and the request was denied because the harbor is closing in July <br /> <br />2 <br />
